In accordance with 10 CFR 72.48(d)(2), PSEG Nuclear LLC (PSEG) is required to submit to the NRC a brief description of any changes, tests, and experiments made pursuant to 10 CFR 72.48(c), including a summary of the evaluation of each.

This submittal covers the period from December 2, 2016, to December 2, 2018. One change was made pursuant to paragraph (c) of 10 CFR 72.48 and is described in Attachment 1.

There are no regulatory commitments contained in this letter.

SUMMARY

EVALUATION OF 10 CFR 72.48 CHANGES, TESTS, AND EXPERIMENTS:

1) 212 Report, 72.212 Evaluation Report for Salem/Hope Creek ISFSI, Revision 10 The change made as part of Revision 10 was to incorporate administrative changes made in Interim Change 9A into a full revision to the report. In addition, due to human error, two Multipurpose Canisters (MPCs) loaded with Salem Unit 2 spent fuel and placed into service in 2016 were backfilled with an insufficient amount of helium as required by the HI-STORM 100 Certificate of Conformance (CoC) /Technical Specifications (LCO 3.1.1 and Table 3-2) and FSAR Table 1.2.2.

The required actions under CoC/TS LCO 3.1.1, Condition C were taken at the time the deviations were discovered and the lower amount of helium in the MPCs was found to be acceptable to perform their design function based on the actual heat load of those MPCs.

Thus, the non-conforming MPCs no longer are in violation of LCO 3.1.1. However, accepting the non-conforming MPCs "as-is" and leaving them in service at the ISFSI represents a deviation from FSAR Table 1.2.2, which lists the same helium backfill limits as the Coe.

This revision to the PSEG Nuclear 212 Report is being performed as a follow-up action for completeness.
