CALVERT CLIFFS NUCLEAR POWER PLANT, UNITS 1 AND 2, RENEWED FACILITY OPERATING LICENSES/TECHNICAL SPECIFICATIONS RE: USE OF CHANGE BARS

Dear Mr. Hanson:

The purpose of this letter is to confirm the telephone conversation between members of your staff and the U.S. Nuclear Regulatory Commission (NRC) staff on November 13, 2018, to discuss Exelon Generation Company, LLC's (Exelon's) preference for updating the Renewed Facility Operating Licenses (RFOLs)/Technical Specifications (TSs) for the Calvert Cliffs Nuclear Power Plant (Calvert Cliffs), Units 1 and 2.

By way of background, when the NRC issues an amendment in response to a licensee amendment request, the NRC staff removes from the RFOLs/TSs the pages that are identified as being changed in the amendment and replaces them with the new pages. The Calvert Cliffs, Units 1 and 2, RFOLs/TSs that are updated are located in the NRC's Agencywide Documents Access and Management System (ADAMS) at Accession Nos. ML053110040 and ML052720276, respectively. The-normal NRC practice is to place a marginal change bar next to changes in text (i.e., additions or deletions of text). If no text is being changed but a new page number is being added due to the shifting of text from one page to another, normally for plant RFOLs/TSs, a change bar is placed to the right of the new page number on the bottom of the RFOLs/TSs pages. The page number also aligns with the new amendment numbers being placed.

For Calvert Cliffs, Units 1 and 2, RFOLs/TSs, Exelon's normal practice has been to only place a change bar next to text if the text has been changed. If no text has been changed on a page but text has simply shifted from one page to another page, Exelon's normal practice has been to not place a marginal change bar anywhere on the page. In addition, when new pages have been added due to the shifting of text to subsequent pages, Exelon's practice has also been to not add a change bar to the right of the new page number.

Per discussion on November 13, 2018, it was decided that for future amendments, marginal change bars will only be placed next to text that has been changed. However, if no text has been changed, but a new page number has been added due to shifting text from one page to another, a change bar will be placed to the right of the new page number, which also aligns with the new amendment numbers. No change bars are to be placed on a page if text has simply
