NOTICE OF AVAILABILITY OF THE FINAL PLANT-SPECIFIC SUPPLEMENT 59 TO THE GENERIC ENVIRONMENTAL IMPACT STATEMENT FOR LICENSE RENEWAL OF NUCLEAR PLANTS REGARDING WATERFORD 3 (CAC NO. MF7493)

Dear Mr. Dinelli:

The U.S. Nuclear Regulatory Commission (NRC) staff has completed the final plant-specific Supplement 59 to NUREG-1437, Generic Environmental Impact Statement for License Renewal of Nuclear Plants (GElS), regarding the renewal of operating license NPF-38 for an additional 20 years of operation for Waterford Steam Electric Station, Unit 3. Enclosed is a copy of the final supplement and the associated Federal Register Notice of Availability. This notice advises the public that the final supplement is publicly available at the NRC public document room (PDR) or from the NRC's Agencywide Documents Access and Management System (ADAMS). ADAMS is accessible from the NRC website at http://www.nrc.gov/reading-rm/adams.html. The Accession Number for final Supplement 59 is ML18323A103. In addition, paper copies of Supplement 59 will be available to the public at the St. Charles Parish Library -

East Regional Library, 160 W. Campus Drive, Destrehan, Louisiana, 70047.

As discussed in Chapter 5 of the final supplement, the recommendation is that the adverse environmental impacts of license renewal for Waterford 3 are not great enough to deny the option of license renewal for energy-planning decisionmakers. This recommendation is based on: (1) the analysis and findings in the GElS; (2) review of the environmental report submitted by Entergy Operations, Inc.; (3) consultation with Federal, State, local, and Tribal agencies; (4) the NRC staff's independent review; and (5) the NRC staff's consideration of public comments received during the scoping process and on the draft supplement.

A separate Notice of Availability of the final supplemental environmental impact statement will be placed in the Federal Register through the U.S. Environmental Protection Agency.
