One of the relief requests in the letter was Relief Request (RR)

S2-15-LMT-P01, "Examination Category R-A, Preservice Weld Examinations."

On September 25, 2018, the NRG requested additional information regarding RR S2-15-LMT-P01. The response to the NRC's request for additional information is provided in the attachment.

    • Docket Nos. 50-281 Attachment Page 1 of 1 Response to Request for Additional Information Regarding Relief Request S2-15-LMT-P01 Examination Category R-A, Preservice Weld Examinations Surry Power Station Unit 2 By. letter dated June 4, 2018 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML18159A034), Virginia Electric and Power Company (the licensee) requested relief from the examination coverage requirements that are specified in American Society of Mechanical Engineers Boiler and Pressure Vessel Code (ASME Code) Case N-460, "Alternative Examination Coverage for Class 1 and Class 2 Welds, Section XI, Division 1." This code case is approved for use in Regulatory Guide 1.147, Revision 18. The licensee submitted the relief request pursuant to Title 10 of the Code of Federal Regulations (10 CFR) 50.55a(g)(5)(iii) and addressed the limited coverage of .preservice ultrasonic examinations for Class 1 pipe-to-valve and valve-to-pipe welds at Surry Power Station Unit 2 (SPS2).

On September 25, 2018, the NRC staff requested additional information to complete their review. The NRC question and the Dominion response are provided below.

1. Section 4 of the relief request indicates that the subject welds are new, reconstructed welds. Please clarify whether the weld reconstructions resulted from pressure boundary degradation (e.g., cracking due to fatigue). If so, please discuss why the licensee's examination coverages are sufficient to manage the effect of such degradation.

Dominion Response:

The reconstructed welds were related to valve replacements. No pressure boundary degradation issues were associated with the reconstructed welds.
