BRUNSWICK STEAM ELECTRIC PLANT, UNITS 1 AND 2 - 2ND CORRECTION TO ISSUANCE OF AMENDMENTS TO ADOPT TECHNICAL SPECIFICATIONS TASK FORCE {TSTF} TRAVELER TSTF-542, REVISION 2, "REACTOR PRESSURE VESSEL WATER INVENTORY CONTROL" (CAC NOS. MF9905 AND MF9906; EPID L-2017-LLA-0242)

Dear Mr. Gideon:

By letter dated April 13, 2018 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML18039A444), the U.S. Nuclear Regulatory Commission (NRC) issued Amendment Nos. 283 and 311 to Renewed Facility Operating License (RFOL)

Nos. DPR-71 and DPR-62 for the Brunswick Steam Electric Plant (Brunswick), Units 1 and 2, respectively. The amendments were in response to the application from Duke Energy Progress, LLC (Duke Energy) dated June 29, 2017 (ADAMS Accession No. ML17180A538), as supplemented by letters dated January 4 and 23, 2018 (ADAMS Accession Nos. ML18004A045 and ML18023A432, respectively). The amendments adopted Technical Specifications Task Force (TSTF) Traveler TSTF-542, Revision 2, "Reactor Pressure Vessel Water Inventory Control," and replaced the existing requirements in the technical specifications {TSs) related to operations with a potential for draining the reactor vessel with revised TSs providing an alternative for reactor pressure vessel water inventory control.

A correction letter for Amendment Nos. 283 and 311 was issued on May 23, 2018 (ADAMS Accession No. ML18137A143). Based on a recent discussion with Duke Energy staff, the NRC staff was informed of an additional error introduced by Amendment 283. The NRC staff identified an additional error in Amendment 311 following further review. The following errors are being corrected:

3.3.5.3:

  • The LCO references Table 3.3.5.2-1 instead of Table 3.3.5.3-1. The NRC staff notes that TS 3.3.5.3 is a new TS introduced in Amendment Nos. 283 and 311.

Brunswick Unit 2, Amendment 311, TS Page 3.5-10:

  • An "S" was included before "ACTIONS" to read as "SACTIONS" It appears that these errors were introduced by the camera-ready TS pages provided by Duke Energy prior to issuance of the amendment. The camera ready pages were not consistent with the changes proposed in Enclosures 2 and 3 of Duke Energy's letter dated June 29, 2017. The corrected pages are enclosed.
