NOTICE OF NO OBJECTION FOR PRELIMINARY AMENDMENT REQUEST, COLUMN LINE 1 WALL REINFORCEMENT AREA CHANGE (PAR-18-026),
FOR THE VOGTLE ELECTRIC GENERATING PLANT, UNIT 3 (EPID L-2018-LLA-0278)
Dear Mr. Whitley:
By letter dated October 19, 2018, Southern Nuclear Operating Company (SNC) submitted Preliminary Amendment Request (PAR)18-026 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML18292A706). SNC notified the U.S. Nuclear Regulatory Commission (NRC) that absent NRCs objection, pending the outcome of the NRCs detailed technical review of License Amendment Request (LAR)18-026 (ADAMS Accession No. ML18292A660), SNC will proceed with selected activities outlined in Section 7 of the enclosure to PAR 18-026 consistent with requested changes in LAR 18-026.
As required by License Condition 2.D.(1), the NRC has received LAR 18-026, referenced in PAR 18-026. The staff has evaluated LAR 18-026 and has determined that there is sufficient information to accept the LAR for detailed technical review in a letter dated October 24, 2018 (ADAMS Accession No. ML18297A092).
The NRC staff has determined that PAR 18-026 contained sufficient information on the impact of the proposed plant change on associated Inspections, Tests, Analyses, and Acceptance Criteria. In addition, the NRC staff reviewed the scope of the PAR and found that it is consistent with the changes from the current licensing basis as requested in LAR 18-026. Therefore, the NRC has no objection to SNC proceeding with the construction of the proposed plant changes detailed in Section 7 of the enclosure to PAR 18-026, pending the outcome of the NRCs detailed technical review of LAR 18-026. The NRC staff expects that if LAR 18-026 is denied, SNC will return the plant to its current licensing basis as required by License Condition 2.D.(1)(b).
