VOGTLE ELECTRIC GENERATING PLANT UNITS 3 AND 4 ISSUANCE OF AMENDMENTS (LAR 18-011) RE: REQUEST FOR LICENSE AMENDMENT ENGINEERED SAFETY FEATURE SAFEGUARDS ACTUATION TECHNICAL SPECIFICATIONS (TS) APPLICABILITY CHANGES (EPID NO. L-2018-LLA-0142)
Dear Mr. Whitley:
In response to your application dated May 18, 2018, the U.S. Nuclear Regulatory Commission has issued the enclosed Amendment Nos. 148 and 147 to Combined Licenses (COL) Nos.
NPF-91 and NPF-92 for the Vogtle Electric Generating Plant (VEGP) Units 3 and 4, respectively. The amendments consist of departures from the COL Appendix A, Technical Specifications (TS).
The amendments proposed to change TS Limiting Condition for Operation (LCO) 3.3.8, Engineered Safety Feature Actuation System (ESFAS) Instrumentation, related to Safeguard Actuation Functions. Various ESFAS Functions require Applicability and corresponding Actions changes to more accurately reflect their operation and related safety analysis assumptions.
B. Whitley A copy of the related Safety Evaluation, which includes the evaluation of the amendment, is also enclosed. The notice of issuance of the amendment documents included in this letter will be published in the Federal Register.
