VIRGINIA ELECTRIC AND POWER COMPANY RICHMOND, VIRGINIA 23261 10CFR50.90 October 3, 2018 U. S. Nuclear Regulatory Commission Serial No.: 18'-239A Attention: Document Control Desk NRA/GDM: RO Washington, DC 20555-0001 Docket Nos.: 50-2a,0/281 License Nos.: DPR-32/37 VIRGINIA ELECTRIC AND POWER COMPANY

  • SURRY POWER STATION UNITS 1 AND 2 PROPOSED LICENSE AMENDMENT REQUEST TEMPORARY. ONE-TIME 21-DAY ALLOWED OUTAGE TIME FOR REPLACEMENT OF RESERVE STATION SERVICE TRANSFORMER C AND ASSOCIATED CABLING DELETION OF PROPOSED LICENSE CONDITION By letter dated November 7, 2017 (Serial No.17-435), Virgini~ Electric and Power Company (Dominion Energy Virginia) submitted a license amendment request (LAR) to provide a temporary, *one-time 21-day allowed outage time (AOT) for *replacement of Reserve Station Service Transformer (RSST) C and associated cabling. In addition to the proposed changes to Technical Specification (TS) 3.16 to include the temporary 21-day RSST C AOT, the LAR included a proposed License Condition 3.V that reiterated the specifics of the temporary TS change. Upon further consideration and discussion with the NRC, Dominion Energy Virginia has determined the proposed License Condition V is unnecessary as the proposed temporary RSST C 21-day AOT is adequately addressed in the proposed TS changes. Therefore, the proposed License Condition 3.V is hereby withdrawn from our LAR.

The information provided in this letter does not affect the conclusions of the significant hazards consideration or the environmental assessment included in the November 7, 2017 LAR.
