Ladies and Gentlemen:

On March 12, 2012, the Nuclear Regulatory Commission (NRC) issued Order EA-12-051, Order Modifying Licenses with Regard to Reliable Spent Fuel Pool Instrumentation, to Southern Nuclear Operating Company (SNC). This Order was effective immediately and directed the Farley Nuclear Plant (FNP) Units 1 and 2 to install reliable spent fuel pool instrumentation as outlined in of the Order.

In addressing that order and responding to Reference 1, SNC submitted References 2 and 3, which, in part, restated SNC's response to Request for Additional Information (RAI) 11. During the NRC's June 2018 FLEX Implementation Inspection at FNP, the NRC identified that SNC had incorrectly listed the power supply panels for Unit 2 in References 2 and 3 (i.e., the completion letters). The enclosure to this letter provides the corrected completion letter information for RAI 11, and effects and extent of the error.

At Farley, the power supplies for spent fuel pool level instrumentation are assigned as follows:

The original response to RAI 11 provided in Reference E.2 (as posted in SNC's ePortal per practice allowed by Reference E.3) was correct. However, the response was restated incorrectly in References E.4 and E.5. No physical modifications or other changes are required for either unit. No other required revisions to References E.2, E.4, and E.5 have been identified.

Importantly, the conclusion in Section 4.2.6 of Reference E.6 that the primary and secondary spent fuel pool level instrumentation for each unit are powered from separate electrical buses is unaffected.
