Reference:

Letter; Roger Aguilera, STPNOC to NRC Document Control Desk, "Changes to South Texas Project Electric Generating Station Emergency Plan and Implementing Procedure"; NOC-AE-17003490 (ML17171A355); dated June 15,2017.

In the referenced correspondence, STP Nuclear Operating Company (STPNOC) submitted Emergency Plan and Implementing Procedure changes. The description of changes for two editorial changes in Emergency Plan Revision ICN 20-19 were inadvertently omitted. STP wrote a condition report to document the issue. Attached to this letter are the omitted change descriptions. The Emergency Plan sections provided in the referenced correspondence are correct.

These changes do not represent a reduction in effectiveness of the Emergency Plan and do not require NRC approval prior to implementation in accordance with the provisions of 10 CFR 50.54(q).

There are no commitments contained within this letter.

Emergency Plan Section C, Table C-1, was modified to reflect the relocation of the minimum on shift fire brigade staffing levels from the Technical Specifications to the Technical Requirements Manual.

2. 10 CFR 50.54(q) Summary of Analysis Evaluation change:

The change to the note in Section C is editorial. Operations staffing levels which included Fire Brigade Staffing, were originally maintained in the Technical Specifications. The station submitted and received approval for a license amendment to relocate the Operations staffing levels to the Technical Requirements Manual. The actual Emergency Plan does not address Fire Brigade Staffing.

The change has been evaluated and the determination made that:

  • The change does not affect the licensing basis.
  • The change does not affect any function or element of a Planning Standard and does not affect an Emergency Preparedness commitment.
  • The change does not affect the meaning or intent of the procedure, facilities or equipment, or any processes.

Based upon the evaluation, the changes do not represent a Reduction in Effectiveness of the Emergency Plan.

1. Description of Change:

Emergency Plan Section E, Figure E-1, "Siren Locations," was updated to include an enhanced map of smaller county roads.

2. 10 CFR 50.54(q) Summary of Analysis Evaluation for change:

The change in Section E was an enhancement to the Siren Location map to reflect intersections of smaller county roads. Actual siren locations were not changed.

The change has been evaluated and the determination made that:

  • The change does not affect the licensing basis.
  • The change does not affect any function or element of a Planning Standard and does not affect an Emergency Preparedness commitment.
  • The change does not affect the meaning or intent of the procedure, facilities or equipment, or any processes.

Based upon the evaluation, the changes do not represent a Reduction in Effectiveness of the Emergency Plan.
