Dear Mr. Powell:

By letter dated June 7, 2018 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML18128A342), the U.S. Nuclear Regulatory Commission (NRC) issued Amendment No. 213 to Renewed Facility Operating License (FOL) No. NPF-76 and Amendment No. 199 to Renewed FOL No. NPF-80 for South Texas Project {STP), Units 1 and 2, respectively. The amendments consisted of changes to the technical specifications (TSs) to relocate certain core exclusion zones to the Core Operating Limits Report (COLR) in response to your application dated September 18, 2017.

An error was identified by your staff in Section 2.1, "System Description," of the associated safety evaluation. The NRC staff incorrectly stated that the STP TSs require that the COLR be submitted to the NRC with new parameter limits prior to operation with the new parameter limits.

STP TS 6.9.1.6.d. "Core Operating Limits Report (COLR)" states:

The COLR, including any mid-cycle revisions or supplements, shall be provided to the NRC upon issuance for each reload cycle.

The STP Nuclear Operating Company {STPNOC, the licensee) is not required to submit these new parameters prior to operation with the new parameters as the NRC staff's SE states. The licensee must follow TS 6.9.1.6.d. for the requirements concerning the COLR submittal, In addition, minor administrative errors were inadvertently introduced by the NRC staff in a letter dated October 31, 2008 (ADAMS Accession No. ML082830172), for Amendment No. 188 to FOL No. NPF-76 and Amendment No. 175 to FOL No. NPF-80 for STP Units 1 and 2, respectively. The amendments revised the STP TSs in response to your application dated October 23, 2007, as supplemented by letter dated May 20, 2008.

G. Powell In the application, the licensee submitted TS pages showing the proposed TS changes in Section 3/4.8.3 "Onsite Power Distribution," page 3/4 8-15, without the errors below.

Upon issuance of the license amendments, the NRC staff introduced two administrative errors in ACTION statement d. The statement," ... The corrected TS page 3/4 8-15 is included as the Enclosure to this letter.

The NRC staff concludes that the errors were inadvertently introduced during the preparation of the license amendments. These administrative errors do not affect the NRC staff's overall conclusions associated with the approval of Amendment Nos. 213 and 199 dated June 7, 2018, and Amendment Nos. 188 and 175 dated October 31, 2008.
