VIRGINIA ELECTRIC AND POWER COMPANY SURRY POWER STATION UNITS 1 AND 2 NORTH ANNA POWER STATION UNITS 1 AND 2 GENERIC LETTER 89-15 EMERGENCY RESPONSE DATA SYSTEM Virginia Electric and Power Company has reviewed Generic Letter 89-15, Emergency Response Data System, dated August 21, 1989. We have performed a feasibility study to determine an appropriate response to your request for voluntary participation by utilities.

Our study tentatively concluded that participating in the data system is feasibie and the impact on our existing systems will not be significant, based on the following assumptions:

1. Only two data links will be required per site, (one link per unit).
2. The NRC will supply the necessary MODEM devices.
3. The data transmission will be asynchronous and at a speed no greater than 19.2 KBPS.

4. The data transmission frequency will be no greater than every fifteen (15) seconds if SPDS calculated data is to be used, or no greater than every thirty (30) seconds if field input data values are to be used.
5. Data transmission will be in ASCII format.

We agree to participate in the Emergency Response Data System project. However, we need to validate these assumptions and establish a dialogue with you on other aspects of the EROS. Our point of contact for this effort will be Mr. L. C. Kidd, Jr. at 804-273-2340.
