NRC GENERIC LETTER 98-02: LOSS OF REACTOR COOLANT INVENTORY AND ASSOCIATED POTENTIAL FOR LOSS OF EMERGENCY MITIGATION FUNCTIONS WHILE IN A SHUTDOWN CONDITION We have assessed the susceptibility of the residual heat removal (RHR) and emergency core cooling (ECC) systems of North Anna and Surry Units 1 and 2 to common-cause failure as a result of reactor coolant system (RCS) draindown while in a shutdown condition. Our evaluation determined that North Anna and Surry RHR and ECC systems are not susceptible to the common-cause failure described .in Generic Letter 98-02. In accordance with the Generic Letter, since the susceptibility does not exist, a second assessment and submission of certain information pursuant to 10 CFR 50.54(f) is not required.
