IMPROVED STANDARD TECHNICAL SPECIFICATION GUIDANCE SALEM AND HOPE CREEK GENERATING STATIONS FACILITY OPERATING LICENSES DPR-70, DPR-75, NPF-57 DOCKET NOS. 50-272, 311, 354 The purpose of this letter is to inform the NRC of our intent to use* the guidance of the Improved Technical Specification Bases section.

In September 1992, the NRC issued the improved Standard Technical Specifications to more clearly define the content and form of requirements necessary to ensure safe /

operation of nuclear power plants. In April 1995, these improved Standard Technical Specifications were revised to incorporate lessons learned during the adoption of these Technical Specifications. One of the purposes of issuing the improved Standard Technical Specifications was to improve the efficiency of the regulatory process, and to ensure that both the licensee and NRC resources are applied to significant safety matters.

One advantage of the improved Standard Technical Specifications is the explanation of the intent of the Technical Specification requirements within the bases section. In many cases, the bases section not only provides an enhanced explanation, it also provides insight into the regulatory intent of the Technical Specification. In order to improve our compliance with the regulatory intent, PSE&G will use the guidance of the improved Standard Technical Specifications to provide clarity to our existing Technical Specifications in those instances where the existing Technical Specifications are unclear. The guidance provided in the improved Standard Technical Specifications would not be used when it is in conflict with our existing Technical Specifications.
