REQUEST FOR AMENDMENT 82-10 FACILITY OPERATING LICENSE DPR-75 NO. 2 UNIT SALEM GENERATING STATION DOCKET NO. 50-311 Our request for amendment, dated December 7, 1981, {LCR 81-23),

regarding Paragraph 2.C{25) {h), stated that, "Approximately ten weeks time is required for installation

-of the iodine/particulate sampling equipment, although a unit outage is not required. Because of the expected material delivery date and the time required to install this equipment, we request the required completion date for this item be deferred until June 1, 1982."

Contrary to that statement, a unit outage is required to complete the installation due to the physical proximity of the plant vent sampling penetration to the Main Steam Safety valve discharge pipes. Scaffolding necessary to complete the work must be erected above the "discharges of No. 23 steam line safeties. When the

  • personnel hazards of this configuration were noted, the scaffolds were removed and installation work was halted.

Due to the common use of the plant vent penetration* for both the iodine/particulate sampling system and the noble gas effluent monitoring system, .which *requires a two week outage to install, comments from station staff indicating that an outage was required for installation of both systems were misinterpreted and thought to be in error by off-site technical support personnel. The original personnel safety reason for requiring an outage to complete the sampling system was lost in the information flow with off-site personnel mistakenly believing tha,t the installation was continuing since *the installation introduced no physical restriction on any system required for plant operation, and the station staff waiting for an outage of sufficient length to complete "the work.

The onset of the present strike by the IBEW a,ga,inst PSE&G on May 1, 1982, focused the attention of both on-site and off-site personnel on the immediate problems of adequately staffing and safely operating the station, further: obscuring the need for a license *change.to reschedule completion of the continuous sampling/

analysis system.

REQUEST FOR AMENDMENT 82-10 Since it has been determined that, for personnel safety reasons, an outage is necessary to complete the installation of the con-tinuous iodine/particulate sampling equipment, we respectfully request that the required completion date for installation and operability of this equipment be deferred to the end of the first refueling outage for Salem Unit No. 2. Should a forced outage of sufficient duration occur in the interim, every effort will be made to complete this work.

Interim procedures and capabilities for.sampling and analysis of iodine/particulate are presently in use. These measures were approved by the *NRC staff for interim use in SER Supplement 5, Section 22. 3 (II. F .1}. The change *in completion, therefore, causes* no undue risk to the health .and safety of the public.

rt is therefore requested that paragraph 2.C(25) (hl (v) be *revised to read:

II (h) Additional Accident Monitor;tn*g rnstrumentat,ion S~ctio~ 22.3, Ir.F.11 PSE&G shall install and demonstrate the operability of instruments for continuous indication in the control room of the following -variables. Each item shall be completed by the specified date *in the condition:

Cvl Noble gas effluent from each potential release point

~rom normal concentrations to 105 uCi/cc (.Xe-133)

J no later than prior to startup following the first re:f;ueli!l9 outage.

  • PSE&G shall provide the capability to continuously sample gaseous effluents and analyze these samples no later than prior to startup following the first refueling outage.

Until the above installati.on is completed, PSE.&G shall use i.nter.im. monitoring procedures and equipment. 11
