RECEIPT OF PROPOSED GENERIC ISSUE ON INADEQUATE LICENSEE PROCEDURES FOR INADVERTENT EMERGENCY CORE COOLING SYSTEM INJECTION The purpose of this memorandum is to acknowledge that the Generic Issues (GI) Program staff has received the proposed GI relating to whether licensees have adequate operational procedures to address an inadvertent emergency core cooling system injections at power. The submittal was entered into the Agency Document Access Management System (ADAMS) with Accession No. ML18019A703. The proposed issue has also been entered into the Generic Issues Management Control System for tracking purposes as PRE-GI-020. The GI Program staff will begin the initial screening process in accordance with NRC Management Directive (MD) and Handbook 6.4, Generic Issues Program.

Based upon the information provided, the GI Program staff has determined that the proposed issue is not an allegation or a physical security issue. The GI Program staff will consult with the Office of Nuclear Reactor Regulation to determine if there is an immediate safety concern.

Concurrently, the GI Program staff will perform a preliminary review of the issue against the seven specific screening criteria outlined in MD 6.4. The issue must meet all seven criteria to continue in the GI program. If the GI Program staff finds the issue potentially meets all screening criteria, the next step in the process is to form a Generic Issues Review Panel, which will perform a more detailed evaluation to conclude whether the issue satisfies all seven screening criteria. If the issue does not meet all seven criteria, the issue will exit the GI process.

The GI Program staff will keep you informed of the status of the activities. In the meantime, please feel free to provide any additional information which you feel is appropriate and relevant.
