TENNESSEE VALLEY AUTHORITY BROWNS FERRY NUCLEAR PLANT (BFN)

UNIT 3 DOCKET NO. 50-296 FACILITY OPERATING LICENSE DPR-68 LICENSEE EVENT REPORT (LER) 50-296/1998-007-000 The enclosed report provides details concerning an unplanned engineered safety features actuation which occurred on Browns Ferry Unit 3 on November 16, 1998. The event was initiated when the lockout relay for 4kV Unit Board 3B operated, de-energizing the board. The lockout relay operation was caused by a shorted voltage dropping resistor in the relay monitoring lamp circuit. 4kV Unit Board 3B supplies power to the Division II 4kV Shutdown Boards 3EC and 3ED. ,Consequently, Diesel Generators 3C and 3D auto-started and aligned to their respective shutdown boards in accordance with plant design.

The transient loss of the shutdown boards 'caused Reactor Protection System Bus B to deenergize resulting in a half scram and Primary Containment Isolation System actuations.

'l'l plant TVA is reporting this event pursuant to 10 CFR 50.73'(a)(2)(iv),

as an event or condition that resulted in a manual or automatic actuation of any Engineered Safety Feature, including the Reactor Protection System. There are no commitments contained in .this letter.
