Niagara Mohawk's letter dated September 10, 1987 (NMPlL 0182) provided a response to item 87-22-10 identified in combined Inspection Report Nos.

50-220/87-12 and 50-410/87-22. This response indicated that an instruction sheet on how to restore power to the Post Accident Sampling System sample valves and storeroom elevator in the event power was lost would be prepared and incorporated into the appropriate procedure by December 15, 1987. He have reevaluated our response and determined that an instruction sheet is not required. He will, however, process.a modification to modify the power supply to the Post Accident Sampling System sample valves. Therefore, the valves identified by the inspector will have a common Division I power in one sample line and Division II power in the other sample line. The power supply will continue to be from the uninterruptible power supply.

The isolation valves in the sample lines are on the same divisional power supply. The modification described above will resolve the Nuclear Regulatory Commission Inspector's concern regarding the inability to take a Post Accident Sampling System sample in the event of loss of divisional power supply.

Our licensing personnel discussed this change with the Senior Resident Inspector, Mr. W. A. Cook, on December 14, 1'987.

U.S. Nuclear Regulatory Commission Page 2 With respect to the storeroom elevator, we have determined that the 600 volt load center for this elevator wi automatically transfer to a Nine Mile Point 1 1 Unit power source in the event power is lost from its normal source. If all 1

power is lost or the elevator is otherwise disabled, we would implement the instructions in our procedure (Chemistry Surveillance Procedure N2-CSP-13, (Appendix M)) for transportation of post-accident samples and utilize a pickup truck to move the sample cask from Unit 2 to Unit l.
