In the I1atter of Docket Nos. 50-259 Tennessee Valley Authority 50-260 50-296 BROVilS FERRY NUCLEAR PLANT (BFN) NRC IiNSPECTION REPORT 50-259, 260, 296/90-14 SUPPLEi~lENTAL RESPONSE TO NOTICE OF VIOLATIOiN On June 14, 1990, NRQ issued the subject inspection report which cited TVA with a violation for failure to perform independent verification. In its response to the violation dated July 13, 1990, TVA noted it was evaluating the generic impact of this concern and committed to provide a supplemental response by August 24, 1990. This letter reports on the generic actions that TVA has taken to address independent verification. The enclosure provides a listing of commitments being made in this letter.

In order to stan.ardize independent verification activities TVA has developed a corporate level standard, STD-10.1.15, Independent Verification. This standard establishes requirements for determining when independent verification is required and for performing independent verification. This standard will be implemented at BFN by September 30, 1990, through a revision to Site Director Standard Practice (SDSP) 3.15, Independent Verification. BFNi procedures will be evaluated against the criteria in this revised SDSP during the two-year procedure review and change process.

In summary, TVA considers that the revision of SDSP 3.15 will establish consistent use of independent verification activities at BFN such that plant systems and components are controlled in a manner that supports safe and reliable operation.
