SUMMARY

OF DECEMBER 7, 2017, PUBLIC MEETING WITH EXELON GENERATION COMPANY, LLC, REGARDING A PROPOSED LICENSE AMENDMENT REQUEST FOR LASALLE COUNTY STATION, UNITS 1 AND 2 (EPID L-2017-LRM-0059)

The U.S. Nuclear Regulatory Commission (NRC) conducted a Category 1 public meeting with representatives of Exelon Generation Company, LLC (EGC, the licensee) on December 7, 2017. The purpose of the meeting was to discuss a proposed license amendment request for the LaSalle County Station (LSCS), Units 1 and 2, for one-time extensions to certain technical specification (TS) completion times to allow replacement of the core standby cooling system (CSCS) - equipment cooling water (ECW) piping.

The meeting notice can be found in the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML1713258362. The meeting notice is also posted on the NRC public website. The attendance list for the meeting is enclosed. The licensee's presentation slides as well as draft proposed markups of the affected TSs are available at ADAMS Package Accession No. ML17339A178.

During the meeting, EGC described the proposed amendment and the need for it. The licensee plans to replace degraded piping in the CSCS - ECW system. The affected piping are not currently equipped with isolation valves. As part of the piping replacement, EGC plans to install new isolation valves. The piping that will be replaced will be isolated from the rest of the system by hot tapping and installing line stops or "stopples." The CSCS - ECW piping is subject to the requirements of American Society for Mechanical Engineers Boiler and Pressure Vessel Code (ASME Code), Section Ill. Because the line stops are not ASME Code compliant components, the affected CSCS - ECW subsystems will be declared inoperable. The licensee explained that even though the systems will be declared inoperable, the required subsystems will remain available with no impact on risk or design function.

The NRC staff asked clarifying questions about the installation of the line stops, and why certain equipment can be declared inoperable, but still available. EGC explained how and where the line stops will be installed. The line stops will be installed in the piping being replaced (i.e.,

4-inch or 6-inch diesel generator cooling water (DGCW) branch lines from the room coolers and low pressure core spray (LPCS) pump motor cooler), or at the intersection of the DGCW branch lines and residual heat removal service water (RHRSW). The affected branch lines will be fitted with new ASME Code compliant isolation valves, then the line stops will be removed, and the holes in the piping where the line stops were inserted will be capped. EGC estimates that it will take 7 days to complete this process. EGC explained that for the line stops that pass through the RHRSW piping, flow will be able to go around the stem of the line stop. The RHRSW line

discharges into a main header that returns to the lake; therefore, the RHRSW will remain available. The work will be performed over 4 outages-one outage for each division (Divisions 1 and 2) on each unit. On Slide 10, EGC provided an example table that shows which Unit 2 Division 2 subsystems will be inoperable but available and which systems/equipment will remain operable. The NRC staff suggested that such a table or list in the license amendment request (LAR) explaining which systems will be inoperable but available, and which systems will be operable or unavailable will be helpful to the staff.

EGC plans to propose changes to TS 3.7.2 to allow the DGCW subsystems to be inoperable but available for 7 days for all 4 outages. Similarly, EGC plans to propose changes to TS 3.8.1 to allow the Division 2 DG on both units to be inoperable but available for 7 days for two of the outages. EGC explained that some subsystems already have a 7-day completion time; therefore, an extension to these times will not be necessary because the work is expected to last 7 days or less. EGC stated that redundant equipment and divisions will be protected in accordance with the LCS risk management program. EGC provided a draft markup to the affected TSs. It plans to include notes that limit the applicability of the condition. The NRC staff questioned the applicability of the note if the affected equipment is inoperable for a reason other than the planned modification. EGC stated it will consider the NRC staff's comment and include an explanation of the notes in the LAR.

EGC currently plans to submit the LAR in January 2018.

No regulatory decisions or commitments were made during the meeting. The public was invited to observe the meeting and was given an opportunity to communicate with the NRC during the public meeting before adjourning. The NRC staff received no public comments and no meeting feedback forms were received.
