Re: Turkey Point Units 3 and 4 Docket Nos. 50-250 and 50-251 License A lication Zn accordance with 10 CFR 55.47, Florida Power and Light Co. (FPL) is submitting the attached license application (NRC Form 396 and NRC Form 398) and is requesting a waiver of the reactor operator examination and test requirements foz Mr. Robert R. Stewart.

10 CFR 55.47 states that:

"(a) On application, the Commission may waive any or all of the requirements for a written examination and operating test, finds that the applicant if it (1) Has had extensive actual operating experience at a comparable facility, as determined by the Commission, within two years before the date of the application; (2) Has discharged his or her responsibilities competently and safely and's capable of continuing to do so; and (3) Has learned the operating procedures for and is qualified to operate competently and safely the facility designated in the application."

Per 10 CFR 55.47 items (b) and (c), the enclosed letter and the attached license application pzovide certification of Mz. Robert Stewart' past performance and his current qualifications as zelated to the requirements of 10 CFR 55.47(a) listed above.
