Rc: Turkey Point Units 3 and 4 Docket Nos. 50-250 and 50-251 Generic Letter 89 Closure Ins ection Follow-U Items The NRC Closure Inspection of Generic Letter (GL) 89-10, "Safety-Related Motor-Operated Valve Testing and Surveillance," for Turkey Point Units 3 and 4 was conducted during the period of July 14 through July 18, 1997. Thc results of the Closure Inspection are documented by NRC Integrated Inspection Report Nos. '50-250/97-08 and 50-251/97-08. The NRC inspectors concluded that the GL 89-10 implementation for Turkey Point Units 3 and 4 meets thc intent of the GL in verifying the design-basis capabilities of its motor operated valves. However the inspectors identified weaknesses in the documented justifications for assumptions applied in calculations, in evaluations of stem friction coefficients, and in extrapolations of dynamic test data.

FPL committed to update the affected documentation, and to notify NRC Region II of the completion status by the end of the year. An Inspector Followup Item (IFI) 50-250, 251/97-08-02 was opened to track the completion of FPL's actions.

The purpose of this letter is to notify>ou that FPL's actions to update the affected documentation (addressed by IFI 50-250, 251/97-08-02) have been completed.
