Dear Mr. Reyes:

Enclosed is a copy of the final exercise report for the May 13-14, 1997, full Ec partial participation plume exposure pathway exercise of the offsite radiological emergency response plans site-specific to the Turkey Point Nuclear Power Plant. This report addresses the evaluation of the plans and preparedness for the State of Florida and the counties within the 10-mile Emergency Planning Zone. The State of Florida, the risk counties of Dade and Monroe with Collier County as a 50-mile ingestion county participated in the exercise. The final exercise report was prepared by the Federal Emergency Management Agency Region IV staff Copies of this report will be forwarded to the State of Florida, FEMA Headquarters, and NRC Headquarters by my staff There were no Deficiencies identified during the exercise. There was, however, one Corrective Action (ARCA) identified during this exercise. Region IV staff will Area'equiring coordinate with the State of Florida to correct the ARCAs on or before the next biennial exercise.

Based on the results of the May 13-14, 1997, exercise, the offsite radiological emergency response plans and preparedness for the State of Florida and the affected local jurisdictions site-specific to the Turkey Point Nuclear Power Plant can be implemented and are adequate to provide reasonable assurance that appropriate measures can be taken offsite to protect the health and safety of the public in the event of a radiological emergency at the site. The Title 54 CFR, Part 350, approval of the offsite radiological emergency response plans and preparedness for the State of Florida offsite radiological emergency response plans and preparedness site-specific to the Turkey Point Nuclear Power Plant, granted on February 15, 1984, will remain in effect.
