SUMMARY

OF DECEMBER 13, 2017, PUBLIC MEETING WITH ENTERGY OPERATIONS, INC., ON PROPOSED CHANGES TO EMERGENCY PLANS TO REVISE EMERGENCY ACTION LEVELS FOR ARKANSAS NUCLEAR ONE, UNITS 1 AND 2; GRAND GULF NUCLEAR STATION, UNIT 1; RIVER BEND STATION, UNIT 1; AND WATERFORD STEAM ELECTRIC STATION, UNIT 3 (EPID L-2017-LRM-0060)

On December 13, 2017, a Category 1 public teleconference was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Entergy Operations, Inc. (Entergy). The purpose of the meeting was to discuss Entergy's plans to submit license amendment requests to revise the emergency action levels (EALs) in the emergency plans for Arkansas Nuclear One, Units 1 and 2 (ANO); Grand Gulf Nuclear Station, Unit 1 (GGNS); River Bend Station, Unit 1 (RBS); and Waterford Steam Electric Station, Unit 3 (Waterford 3). The meeting notice and agenda, dated November 30, 2017, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML17334B244. A list of meeting attendees is enclosed.

The licensee presented information regarding the schedule and contents of the upcoming license amendment requests to revise the EALs in the emergency plans for ANO, GGNS, RBS, and Waterford 3. The licensee stated that in preparing these submittals, they have looked at industry operating experience and precedents to create quality submittals. In addition, they plan to closely follow the guidance contained in Nuclear Energy Institute (NEI) 99-01, Revision 6, "Development of Emergency ActionLevels for Non-Passive Reactors," dated November 2012 (ADAMS Accession No. ML12326A805). The licensee stated that they plan to include the following in each submittal:

• Comparison between the licensee-proposed changes versus the changes in NEI 99-01, Revision 6 (e.g., redline strike-out of basis document)

• Clean version of proposed basis document

• Updated calculations specific to EALs

• Wall board (to check layout and logic)

• Difference/deviation matrix

In addition, the licensee provided an overall tentative schedule for each plant's proposed submittal and implementation dates:

• ANO:

o Submittal scheduled - March 15, 2018 o Implementation planned - October 2019

• GGNS:

o Submittal scheduled - January 31, 2018 o Implementation planned - June 2019

• RBS:

o Submittal scheduled - March 30, 2018 o Implementation planned - September 30, 2019

• Waterford 3:

o Submittal scheduled - March 30, 2018 o Implementation planned - December 12, 2019 The NRC staff encouraged the licensee to ensure there is sufficient time in the implementation schedule for training the operators. In addition, the NRC staff requested the licensee to keep the plant-specific project managers up to date on any schedule changes. Lastly, NRC staff stated that the licensee needs to include a specific justification for any deviations from NEI 99-01, Revision 6.
