Neil Sheehan Friday December 8, 2017 at 11:06 am, I included 5 attachments. This included We The People's letter of July 4, 2017 (attached) to MA Trooper Cristina Lucin in reference to the meeting I had September 2, 2016 with Former MA State Police Deputy Superintendent, Lieutenant Colonel Francis Hughes. I believe it is very important that NRC Chairwoman, Kristine Svinicki request a copy of the notes/minutes of this Meeting of September 2, 2016 which took place at the MA State Police Barracks in Newbury MA. We The People's reasons why NRC Chair should obtain a copy of these minutes/Notes are outlined below.

A. During this meeting 9/2/16 I revealed to Lieutenant Colonel Francis Hughes and with permission, the names of the individuals connected to the present GAG ORDERS on the MA State Police and the NH National Guard.

B. Also in attendance of this meeting was John Giarrusso, Nuclear Section Chief of the MA Emergency Management Agency (MEMA).

C. I have to believe the information WTP presented at this meeting must have been also reported to MA Secretary of Safety, Daniel Bennett who in turn would have reported to MA Governor Charlie Baker.

D. Surely someone from MEMA, MA Department of Safety and or MA Governor Baker's

office would have seen fit to report these GAG ORDERS along with the other troubling information I left about unsafe conditions at Seabrook Station, to the Federal Emergency Management Agency (FEMA). If indeed this was reported to FEMA, when and who reported it? If no one from any of these agencies did not notify FEMA, why not?

E. I bring these questions and comments up given what I read in the Newburyport Current which is just one of over a 1000 Community Newspapers Gate House Media Group owns and publishers in over 36 states. This Newburyport Current article written by Bryan McGonigle of October 6, 2017 (attached) was entitled, "NRC Defends Seabrook Plan." Part of this article contained some of the following statements made by NRC Public Affair's Office Spokesman, Neil Sheehan, "The reality on the ground for us is that FEMA says the plans will work and they're basing that on their interactions with the states [Massachusetts and New Hampshire] and counties based on their observations with these emergency exercises," Sheehan continued. "If he (Comley) brings any new information to our attention, we'll share it with our federal and state partners. but at this point, we have not seen anything that would lead us to believe that the plans cannot be effective."

Mr. Barkley, please include #I's above information and questions in addition to A-H in your letter in We The People's behalf to NRC Chairwoman, Kristine Svinicki. I also request for you to send We The People a copy of letter which is being prepared in my behalf to the new NRC Chair.

Thank you for your co-operation and understanding in this important safety matters involving the Seabrook Nuclear Plant and our concerns about Cover-ups by the NRC and the Nuclear Industries.

United States December 15, 2017 Nuclear Regulatory Commission Region One 2100 Renaissance BLVD, Suite 100 King of Prussia, PA 19406-2713 Attention: Mr. Richard Barkley Nuclear and Environmental Engineer Mr. Barkley, I have contacted Chairwoman Svinicki's Office several times which includes June 26, 2017, July 17, 2017, July 18, 2017, August 14, 2017 and on September 25, 2017 with the my request to meet with her. I was under the impression her Legal Advisor, Richard Harper would be sending a letter to me, but as this date I have not received any reply.

NRC Chairwoman's Administrative Assistant, Janice, instructed me September 27, to contact you for any requests I have of Kristine L. Svinicki.

As you are aware of we both have taken that route in the past when I requested Former Chairman Steven Burns to meet with me and address questions and concerns you have outlined in letters to him before.

Here are We The People's requests as of today for New NRC Chairwoman, Kristine L. Svinicki to address.

A. I would like you to inform Chairwoman, Svinicki that former Executive Director of the Nuclear Regulatory Commission (NRC) Victor Stello, wrote to me and suggested I leave a paralyzed resident behind at our family owned and run Health Care Facility in the event of a disaster at the Seabrook Nuclear Plant. Also our caregivers were expected to volunteer and stay behind to administer Potassium Iodide (KI) to any residents who could not be moved.

B. I would like know if Chairwoman Kristine L. Svinicki believes it is humane to leave Special Needs Citizens behind in the event of a disaster at the Seabrook Nuclear Plant or any other Nuclear Plant in the U.S.

C. I would like know if Chairwoman Svinicki has a copy We The Poople's letter I wrote of the July 4, 2014 with the enclosures I sent to Mr. Glenn T. Dentel, Chief of Division of Reactor Projects, Branch 3, 2100 Renaissance Boulevard, Suite 100, King of Prussia, Pennsylvania 19406-2713?

D. If Chairwoman Svinicki has not read or requested a copy of the July 4, 2014 letter with the enclosures cited, would you please ask her to request this information.

E. I would like Chairwoman Svinicki after her review of this July 4, 2014 letter together with the DVDS and documents mentioned in this letter, to know what concerns the NRC Chairwoman will have including what investigations she believes should be conducted by NRC IG, Mr Bell. I can't imagine why NRC Chairwoman, Kristine L. Svinicki after review WTP's letter of July 4, 2014 won't have some serious concerns of what this letter brings to light including cover-ups of nuclear safety matters by the NRC and by the Nuclear Industries. These troubling safety concerns WTP informants and our Tape-recordings will prove occurred especially during Victor Stello's time as Executive Director of the NRC.

F. This leads me to WTP's next question and issue having to do with Bogus Nuclear Parts. Who was in charge during Mr. Stello's time regarding the investigation of Counterfeit Substandard Nuclear Parts found and still built in most if not all the U.S. Nuclear Plants?

G. Mr. Barkley, as you and Mr. Eric Sheehan is aware, the Daily News published an article (attached) 11-22-17 entitled, "Amesbury, Salisbury Seek Nuclear Plant Hearing." What was upsetting to me was the decision of the Daily News Director, Richard Lodge in not giving me an opportunity to respond to NextEra Energy's Spokesman, Peter Robbins response to questions from a Daily News e-mail to him. Robbins in his e-mail back to Mr. Lodge made false claims and statements about We The People and me including the following, " Comley's claims are "completely without merit." Mr Comley has a long history of making false allegations and baseless claims against Seabrook." Robbins wrote, "Independent agencies, including the Nuclear Regulatory Commission, have reviewed his claims and allegations and have found them to be without substance."

As you know, during our phone call December 7, 2017 with you and Mr. Sheehan, I made several comments and had questions involving the Daily News front page article of 11 17. This included the following question to Mr. Sheehan, I would like to know if you or anyone else at the NRC, FEMA or MEMA have any knowledge of who gave any of these false statements which NextEra Energy Spokesman, Peter Robbins wrote in his e-mail to Mr.

Lodge?

H. Since my e-mail to you and Mr. Sheehan on Friday December 8, 2017 has not received a reply yet from Mr. Sheehan, I respectively ask that Chairwoman, Kristine Svinicki investigate this matter and respond back to me along with my requests through you in above of A-H.

We The People will be looking forward to NRC Chairwoman's Kristine Svinicki replies.
