Palo Verde Nuclear Generating Station (PVNGS)

Unit 3 Docket No. STN 50-530 License No. NPF-74 Licensee Event Report 98-003-01 Attached please find supplement 1 to Licensee Event Report (LER) 50-530/98-003 which has been prepared and submitted pursuant to 10 CFR 50.73. This LER supplement provides the evaluation findings from the Unit 3 out-of-tolerance main steam safety valves (MSSVs) conditions which were discovered during pre-outage testing.

by Technical Specification Limiting Condition for Operation 3.7.1. During the evaluation of the Unit 3 MSSV testing results, APS determined that a potentially transportable condition existed and as a result, tested sele'cted Unit 1 and Unit 2 MSSVs. Of the MSSVs tested as part, of the transportability review, one Unit 1 and one Unit 2 MSSV were also found to have as-found lift settings outside TS limits.

APS engineering has implemented an'augmented testing program to gather additional data on MSSV performance and this LER supplement contains the results from the augmented testing that has been completed through February 25, 1999. Concurrently, APS is evaluating industry operating experience for plausible actions that may assist us in improving MSSV performance and we may implement additional actions if they can be demonstrated to be effective.

The replacement of out-of-tolerance MSSVs and the augmented testing plan described in this LER supplement are being controlled in accordance with the PVNGS corrective action program.

As such, APS may modify these corrective actions as necessary to improve MSSV reliability and performance. The corrective actions described in this LER supplement are not necessary to maintain compliance with regulations and therefore should not be considered regulatory commitments.
