Gentlemen:

Millstone Nuclear Power Station, Unit No. 3 Hi h Ran e Containment Area Radiation. Detector In Reference (1), Northeast Nuclear Energy Company (NNECO) submitted a special report pursuant to Millstone Unit No. 3 Technical Specifications 3.3.3.6.c and 6.9.2. Technical Specification 3.3.3.6.c requires that a special report be submitted to the NRC if less than two required operable channels for containment area high range radiation monitoring are operable during Mode 3.

As a corrective action, two Kaman high range radiation monitors (3RMS+REOff and 3RMS+REO5) were replaced by, installing two General Atomic high range radiation monitors (3RMS+REOff A and 3RMS+REO5A) near to the Kaman's original design location (approximately 10 feet away) and one of the Kaman monitors (3RMS+REOff) was relocated at a lower elevation in the containment.

Thus, Millstone Unit No. 3 has three high range radiation monitors located in the containment.

In Reference (2), the NRC requested that within ninety (90) days of receipt of Reference (2), NNECO provide a schedule and a written plan for resolving an unresolved item on environmental qualification of the Kaman high range radiation monitor located in the containment. Nuclear Regulatory Commission B12671/Page 2 September 30, 1987 provided responses to questions concerning the environmental qualification of the Kaman monitor and the schedule for resolving this issue. It was stated that the Kaman monitor (3RMS+REOO) will be relocated to the original design location and a second Kaman monitor (3RMS+REO5) will also be installed in its original design location. Millstone Unit No. 3 will then have four high range radiation monitors in the containment. Because of the cost involved and the impact on the 1987 refueling outage, NNECO recognized a need to re-evaluate this commitment. The purpose of this letter is to provide the results of our evaluation as well as the status of the implementation plan regarding the Kaman monitors.

Two General Atomic high range radiation monitors which satisfy the provisions of Regulatory Guide 1.97, Revision 2 and the requirements of IOCFR50.09 are installed in containment. Since the commitment to install the second Kaman monitor is not necessary to meet the regulatory requirement, NNECO has determined not to install this Kaman monitor nor relocate the first Kaman monitor.
