Pursuant to the requirements of 10CFR50.71(e) and 10CFR50.59(b), Niagara Mohawk Power Corporation hereby submits Revision 8 to the Nine Mile Point Nuclear Station Unit Final Safety Analysis Report (Updated) and the annual 1

Safety Evaluation Summary Report.

One (1) signed original and ten (10) copies of the FSAR (Updated), Revision 8, are enclosed. Copies are also being sent directly to the Regional Administrator, Region I and the NRC Resident Inspector at Nine Mile Point.

The FSAR (Updated) revision contains changes made since the submittal of Revision 7 in June 1989 attached to this letter.

'he certification required by 10CFR50.71(e)(2) is Included in Revision 8 are several changes that relate to findings identified in NRC Inspection Report 50-220l88-201 (Safety System Functional Inspection).

Most notably, FSAR (Updated) Sections IV, VI, VII and XV incorporate the results of a revised 10CFR50, Appendix K Loss of Coolant Accident (LOCA) analysis and revised core spray system performance calculations. Also, the revision clarifies the performance capabilities of the HPCI System to indicate that HPCI is not considered an Emergency Core Cooling System (ECCS) due to its lack of onsite emergency power.

Revision 8 does not reflect the recent changes related to Regulatory Guide 1.97 (Revision 2). Consolidated and updated responses concerning Regulatory Guide 1.97 issues were submitted to the Commission in Niagara Mohawk letters NMPlL 0401, dated May 19, 1989, and NMP1L 0426, dated July 31, 1989; however, final resolution of those issues and implementation of associated modifications is ongoing. A revision of the FSAR (Updated) information regarding Regulatory Guide 1.97, incorporating those final issue resolutions and plant modifications as appropriate, will be included in a future FSAR update.

Note that beginning with Revision 8, change bars indicate only those changes made in the current FSAR (Updated) revision (i.e., change bars marking changes made in previous revisions have not been retained). All revised pages and figures are marked with the current revision number and date. As required by 10CFR50.71(e)(l), a List of Effective Pages Volume is included with the FSAR (Updated).

The enclosed annual Safety Evaluation Summary Report contains brief descriptions of changes to the facility design, FSAR (Updated), procedures, tests, and experiments. None of the Safety Evaluations involved an unreviewed safety question as defined by 10CFR50.59(a)(2).
