OF ANNUAL ASSESSMENT MEETING WITH PACIFIC GAS AND ELECTRIC AND PUBLIC OPEN HOUSE REGARDING DIABLO CANYON POWER PLANT 2014 PERFORMANCE

Dear Mr. Halpin:

This refers to the public Annual Assessment meeting conducted at the Embassy Suites, San Luis Obispo, California on the evening of June 24, 2015, between the NRC and your staff.

Approximately 130 members of the public attended and participated in this meeting.

During the meeting, the NRC participants discussed our assessment of Pacific Gas and Electrics (PG&E) performance during 2014 at the Diablo Canyon Power Plant (DCPP).

Specifically, the NRC staff provided an overview of our inspection activities, findings, and overall performance assessment for the station. In particular, we discussed with you our assessment of the White Emergency Preparedness Finding and the NRCs subsequent movement of DCPP to the Regulatory Response Column of oversight which became effective in the 4th Quarter 2014. Additionally, the NRC staff provided an overview of our recent inspection activities relative to your current seismic and flooding licensing bases. Finally, we provided a status for the public as to NRCs and Diablo Canyons actions to date in response to the Mitigating Strategies and Spent Fuel Instrumentation Orders, and the March 2012 10 CFR 50.54(f)

Requests for Information relative to seismic and flooding re-evaluations.

During PG&Es presentation, you and your staff discussed PG&Es perspectives regarding your overall performance during 2014, including during two refueling outages. Additionally, your staff briefly discussed PG&Es actions thus far in reviewing the cause and extent of condition relative to the White Emergency Preparedness finding, and your preparations for the supplemental inspection the NRC will conduct later in 2015 to assess those actions. Your staff also described initiatives underway to correct longstanding issues with your 230 kV switchyard insulators, as well as the stations implementation of the FLEX operations and equipment in response to the NRCs post-Fukushima orders.

E. Halpin Copies of the NRC and PG&E presentations from the meeting are included as Enclosures 1 and 2, respectively. During the public comment/question and answer portion of the meeting, over 40 individuals provided their perspectives and asked questions of the NRC and PG&E staffs. While there were a wide range of specific comments and questions posed, several individuals focused on the following topics:

  • Recent DCPP event reports regarding the identification that some spent fuel was loaded into dry cask storage casks inconsistent with Technical Specifications;
  • Waste confidence assessments, spent fuel storage, and a national spent fuel repository;
  • DCPPs performance in 2014 relative to the number of findings;
  • DCPPs seismic design basis, seismic re-evaluation activities, and the implementation of the Senior Seismic Hazard Analysis Committee (SSHAC) process; and
  • Personal accounts regarding the safety culture at Diablo Canyon, and the contributions to the community provided by PG&E employees.

In addition to the public annual assessment meeting held on the evening of June 24, 2015, the NRC staff hosted a public open house/poster board session earlier in the afternoon at the Embassy Suites location. During that three-hour period, approximately 25 members of the public interacted with NRC staff on a wide range of topics. In particular, subject matter experts from across the NRC were on hand to discuss the following:

  • Overall NRC Post-Fukushima agency actions;
  • Seismic licensing basis and recent seismic re-evaluations;
  • DCPP operating performance;
  • Spent fuel and the DCPP Independent Spent Fuel Storage Installation (ISFSI); and

As stated in the meeting notice for this event, the NRC video recorded the evening meeting with our intention of making the video available for public viewing on the NRC web site. Despite pre-meeting testing of the audio and recording system, a microphone, substituted in the last few minutes before the start of the meeting, created significant electronic noise on the audio track such that the audio recorded from the other microphones was unintelligible. As such the NRC does not plan make the recording of the meeting available on the NRC web site or to other organizations. The NRC regrets this unintended error, and we are taking corrective actions for future video recorded meetings to help preclude such issues from recurring.
