SUMMARY

OF MARCH 11, 2015, TELECONFERENCE WITH TENNESSEE VALLEY AUTHORITY REGARDING THE WATTS BAR NUCLEAR PLANT, UNIT 2 OPERATING LICENSE APPLICATION (EMERGENCY PREPAREDNESS AND ENVIRONMENTAL PROTECTION PLAN)

On March 11, 2015, a Category 1 public teleconference was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of the Tennessee Valley Authority (TVA). There were two topics of discussion at this meeting. First, the representatives from TVA wanted to discuss additional changes that were going to be submitted concerning the Watts Bar Radiological Emergency Plan (REP). Second, the NRC staff wanted to ask some clarifying questions regarding the Environmental Protection Plan submitted for Watts Bar Nuclear Plant, Unit 2. The meeting notice and agenda, dated February 20, 2015, are available in the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML15058A741. A list of attendees is enclosed (Enclosure 1).

The NRC staff presented no information. TVA provided a handout for the discussion of the REP (Enclosure 2).

Representatives from TVA explained to the NRC that in the finalization of the REP they neglected to update the REP to match a recent change to plant equipment. Additional changes were made as part of this update for editorial or administrative purposes. TVA stated that they had submitted the changes for Unit 1 per Title 10 of the Code of Federal Regulations Part 50, Section 54(q), if the staff wanted to try to gain a better understanding of the changes prior to their submittal for Unit 2.

The NRC staff had no substantial questions beyond the timing of the submittal for Unit 2, but asked if these changes had already been implemented for Unit 1. TVA stated that the submittal for Unit 1 would be submitted to the NRC by mid-April and that the changes to the plant had been made.

Following this discussion, the NRC staff asked clarifying questions (ADAMS Accession No. ML15015A477) regarding the Environmental Protection Plan and why there are certain differences between the Unit 2 and Unit 1 plans. TVA explained that the differences were made mainly because the items removed from the Unit 2 Environmental Protection Plan referenced obsolete or redundant practices. The NRC staff requested that TVA submit its justification for the changes as part of its next revision to the Technical Specifications for Unit 2, at which time the NRC staff would determine the necessity of the items in the Unit 2 Environmental Protection Plan.

There were no public comments at this meeting, and no feedback forms were received.

Teleconference with NRC Discussion of Radiological Emergency Plan Updates

  • TVA REP Appendix C Revision 105 issued and submitted to NRC 2/27/2015 -this change addresses the replacement of the failed condenser vacuum exhaust monitor on WBN Unit 1 with a monitor that is essentially the same as WBN Unit 2. The change is to reflect a new monitor tag numbers and revised EAL values for this monitor for NOUE, Alert, Site Area, and General Emergency. The threshold did not change. Conforming changes are made to a number of other pages to reflect the associated revision to the setpoint calculation.
  • The change to Appendix C also requires conforming changes to EPIP-1, CECC EPIP-8, and EPIP-13 for setpoints for the Unit 1 monitor.

REP Appendix C Revision 105X

  • This update will be issued shortly. The changes consist of the following:

o Inclusion of changes associated with Revision 105 o A number of items were found during recent review that represents an oversight by TVA;

  • On various pages of Appendix C, buildings and components are identified as potentially affected by certain events. The current Appendix C does not state that there will be multiple RWSTs or CSTs. This is judged an editorial clarification.
  • Under Fuel Handling accident, several area radiation monitors for WBN2 were not included (their Unit 1 counterparts are present in the REP).
