OFFICIAL USE ONLY - SECURITY-RELATED INFORMATION UNITED STATES NUCLEAR REGULATORY COMMISSION REGION IV 1600 E LAMAR BLVD ARLINGTON, TX 76011-4511 January 15, 2015 Adam C. Heflin, President and Chief Executive Officer Wolf Creek Nuclear Operating Corporation P.O. Box 411 Burlington, KS 66839

SUBJECT:

WOLF CREEK GENERATING STATION - NRC SUPPLEMENTAL INSPECTION REPORT 05000482/2014406

Dear Mr. Heflin:

On August 7, 2013, Wolf Creek Generating Station failed to meet a security-related requirement. On November 25, 2013, the U.S. Nuclear Regulatory Commission (NRC) completed an inspection activity at the Wolf Creek Generating Station. Based on the results of this inspection, documented in NRC Inspection Report 05000482/2013403 on December 10, 2013, and the final significance determination documented in NRC Inspection Report 05000482/2014405 on March 6, 2014, the NRC identified a Greater-than-Green finding that resulted in an Action Matrix input to the security cornerstone in the fourth quarter of 2013.

In response to this Action Matrix input, the NRC informed you that a supplemental inspection would be required. On September 19, 2014, you informed the NRC that the station was ready for the supplemental inspection.

On December 4, 2014, the NRC completed the supplemental inspection and discussed the results of this inspection and the implementation of your corrective actions with Mr. C. Reasoner, Site Vice President, and other members of your staff. The inspector documented the results of this inspection in the enclosed inspection report.

The NRC performed this supplemental inspection to determine if (1) the root and contributing causes for the significant issues were understood, (2) the extent of condition and extent of cause for the identified issues were understood, and (3) your completed or planned corrective actions were sufficient to address and prevent repetition of the root and contributing causes.

The NRC has determined that completed or planned corrective actions were sufficient to address the performance that led to the finding. Therefore, the performance issue will only be considered in assessing plant performance for a total of four quarters in accordance with the guidance in Inspection Manual Chapter 0305, "Operating Reactor Assessment Program."

The NRC inspector did not identify any findings or violations of more than minor significance.
