SAN ONOFRE NUCLEAR GENERATING STATION OVERSIGHT PANEL CLOSURE By memorandum dated January 17, 2013 (ML13017A346), as revised on April 9, 2013 (ML13099A358), a San Onofre Nuclear Generating Station (SONGS) Oversight Panel was established to ensure that the agencys actions to address the root cause and corrective actions, with respect to the unexpected steam generator tube degradation at SONGS, were clearly communicated and documented and to provide a recommendation for either approval or denial of restart.
On June 12, 2013, Southern California Edison submitted a Certification of Permanent Cessation of Power Operations to the NRC (ML131640201) certifying that Units 2 and 3 have permanently ceased power operations effective June 7, 2013. On June 28 and July 22, 2013, Southern California Edison certified that all fuel had been permanently removed from the Units 2 and 3 reactors (ML13204A304 and ML13183A391). With these certifications, Title 10 of the Code of Federal Regulations, Section 50.82(a)(2) states, in part, that the 10 CFR Part 50 license no longer authorizes operation of the reactor or emplacement or retention of fuel into the reactor vessel.
NRC therefore stopped the review of the October 3, 2012, Unit 2 Return to Service Plan as of June 7, 2013. Inspection oversight of SONGS is being continued through the NRCs Decommissioning Power Reactor Inspection Program, the objectives of which are to verify that decommissioning activities are being conducted safely, that spent fuel is safely stored onsite or transferred to another licensed location, and that site operations and licensee termination activities are in conformance with applicable regulatory requirements, licensee commitments, and management controls.
Multiple Addressees The SONGS Oversight Panel has reviewed the Panel charter and determined that all of the objectives have been met or are no longer applicable. Therefore, as documented by this memorandum, the SONGS Oversight Panel is terminated as of the date of this letter.
