SUMMARY

OF TELEPHONE CONFERENCE CALL DAVIS~BESSE NUCLEAR POWER STATION LICENSE RENEWAL APPLICATION April 11, 2013 The U.S. Nuclear Regulatory Commission staff and representatives of FirstEnergy Nuclear Operating Company (FENOC or the applicant) held a telephone conference call on April 11, 2013, to discuss and clarify the following requests for additional information (RAls) concerning the Davis-Besse Nuclear Power Station license renewal application.

Response to RAI B.2.4-1 b dated March 14, 2013 Discussion: The staff stated that while reviewing FENOCs RAI response it had identified a gap between the response and NUREG-1801, "Generic Aging Lessons Learned (GALL) Report."

The staff stated that the GALL Report requires monitoring of A325 and A490 high-strength (I.e.,

measured yield strength greater than 150 ksi) bolting in American Society of Mechanical Engineers (ASME) Section XI, Subsection IWF applications for stress corrosion cracking (SCC) using volumetric examination. The staff stated that the IWF Program requirement for A325 and A490 bolting is different than the requirements for A325 and A490 high-strength structural bolting addressed in the Structures Monitoring Program, because there is an exemption for high-strength A325 and A490 bolting in the Structures Monitoring Program that does not exist in the IWF Program. The staff stated that the process for monitoring high-strength A325 and A490 IWF bolting could follow the same process as that proposed by FENOC for A540 structural bolting in the response to the RAI.

FENOC stated that plant-specific operating experience from the IWF Program inspections has not shown any evidence of bolting SCC. FENOC also stated that it needs to review the issue further and requested a follow-up telephone conference call on this topic to obtain additional clarification from the staff. The staff stated that it can support an additional conference call on the issues.

There was no further discussion, and the call was concluded.

Action: The staff will support a follow-up telephone conference call.
