SUMMARY

OF MARCH 15, 2011, MEETING WITH ENTERGY OPERATIONS, INC., ON PRE-SUBMITTAL LICENSE AMENDMENT REQUEST (LAR) FOR CHANGES TO TECHNICAL SPECIFICATION 3.7.7, "SERVICE WATER SYSTEM (SWS)," RELATED TO SWS ROOM/AREA COOLING SUBSYSTEMS, ARKANSAS NUCLEAR ONE, UNIT 1 (TAC NO. ME5759)

On March 15, 2011, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Entergy Operations, Inc. (Entergy, the licensee), for Arkansas Nuclear One, Unit 1 (ANO-1) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The meeting notice was issued on March 3, 2011 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML110620003). The licensee's slide presentation is available at ADAMS Accession No. ML110750426.

Entergy stated that the current guidance related to service water system (SWS) room/area cooling subsystems is not specifically addressed in Technical Specification (TS) 3.7.7, "Service Water System (SWS)," which leads to ambiguity with regard to appropriate actions when SWS room/area cooling subsystems may be degraded or non-functional. Therefore, the licensee proposes to add a new Condition, Required Action, and Completion Time to TS 3.7.7 to address this issue stating that an inoperable SWS room/area cooling subsystem(s) associated with a single SWS loop should be restored within 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br />. Additionally, the licensee plans to add information to the associated TS Bases to provide additional clarity with regard to application of the TS under these circumstances.

The NRC staff requested that the licensee submit a formal license amendment request, as per the requirements of Section 50.90, "Application for amendment of license, construction permit, or early site permit," of Title 10 of the Code of Federal Regulations, for the staff to do a detailed review and evaluation of the request. Additionally, adequate consideration of the effect of the TS change on the other major safety-related components and subsystems supported by the SWS must be made, including a Probabilistic Risk Assessment in Risk-Informed Decision on plant-specific changes. Operability assumes that a TS-described structure, system, and component can perform its specified safety function when all necessary support systems are capable of performing their related support functions. Such factors also need be considered in the license amendment request.

Finally, the NRC staff stated that TS amendments that are proposed to relax requirements solely to provide operational flexibility due to shortcomings in system designs have been rejected in the past.
