OF APRIL 5, 2011, MEETING WITH ENTERGY ON CHANGES TO TECHNICAL SPECIFICATIONS AND QUALITY ASSURANCE PROGRAM MANUALS FOR UNIT STAFF QUALIFICATIONS (TAC NOS. ME5866, ME5867, ME5857, ME5858, AND ME5868)

On April 5, 2011, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Entergy Operations, Inc. (Entergy, the licensee), at NRC Headquarters, One White Flint North, 11545 Rockville Pike, Rockville, Maryland, Entergy had requested this meeting to discuss a fleetwide license amendment request to change the Technical Specifications (TSs) and Quality Assurance Program Manuals (QAPM), The Entergy fleet includes Arkansas Nuclear One, Units 1 and 2, James A Fitzpatrick Nuclear Power Plant, Grand Gulf Nuclear Station, Indian Point Nuclear Generating Unit Nos. 2 and 3, Palisades Nuclear Plant, Pilgrim Nuclear Power Station, River Bend Station, Vermont Yankee Nuclear Power Station, and Waterford Steam Electric Station, Unit 3, The proposed changes would eliminate staff qualification disparities between the fleet QAPM and plant-specific TSs, The licensee provided the NRC staff with presentation slides in support of this meeting (Agencywide Documents Access and Management System Accession No. ML110960069). A list of attendees is enclosed.

Entergy stated that currently all Entergy plants, except Fitzpatrick, Palisades, Pilgrim, and Vermont Yankee, reference the American National Standards Institute/American Nuclear Society (ANSIIANS) 3.1-1978 in their TSs. The sites referencing ANSI/ANS 3.1-1978 in their TSs may have exceptions or clarifications. Fitzpatrick, Palisades, Pilgrim, and Vermont Yankee reference ANSI N18.1-1971 in their TSs. Entergy's fleet uses a common QAPM which references the ANSIIANS 3.1-1978. This proposed TS change would have all Entergy plants reference ANSIIANS 3.1-1978 in their TSs. In addition, the change would propose fleet standardization of the qualifications for Radiation Protection Manager, the Shift Technical Advisor, QA manager qualifications, and the use of the improved standard TS generic wording as appropriate. The licensee stated that it believes these changes would accomplish the following three actions:

1) Eliminate disparities between TSs and the QAPM,
2) Standardize the fleet unit staff qualifications, and
3) Allow flexibility in the QA manager selection.

- 2 The NRC staff asked Entergy why it was proposing to reference the 1978 version rather than a later approved version which was issued in 1993. In particular, the NRC staff noted that since the 1978 version has not been approved by the NRC, Entergy would need to justify deviations from the later standard. The NRC staff also noted that another utility had proposed a similar amendment to change to the 1978 version of the standard and has withdrawn the request.

Entergy requested the name of the utility and the NRC staff stated it would get the information for them. Entergy stated it believed the 1978 version is more conservative and the 1993 version has certain requirements that are not needed by older plants. Entergy stated it would look into how the 1978 standard was approved for Entergy plants. The NRC staff noted that for the plants that already have the 1978 standard referenced in the TSs, making these changes appears to be reasonable. Entergy noted it had hoped to standardize the entire fleet at the same time.

No members of the public were in attendance. Public Meeting Feedback forms were not received.
