Purpose

  • This is an informational meeting
  • Pacific Gas & Electric Company (PG&E - the licensee) will present to the NRC its license amendment request submittal status and potential submittal content with pertinent technical detail
  • The NRC will participate in discussions with the licensee to facilitate its expected review of the anticipated submittal
  • No decisions or opinions will be made today 3

Meeting Context

  • The NRC staff recently issued Revision 1 of Digital Instrumentation & Control (Digital I&C), Interim Staff Guidance (ISG)-06, Licensing Process on January 19, 2011:

- This describes the licensing process that may be used in the review of license amendment requests associated with digital I&C system modifications in operating plants originally licensed under Part 50.

  • Two pre-licensing public meetings were held previously between PG&E and the NRC in Rockville, MD:

- August 27, 2009; the initial phase 0 meeting (as required per ISG-6) discussed:

  • Project scope
  • Diversity of required actions
  • Cross-channel communications
  • The use of a non-safety related maintenance terminal
  • Safety to non-safety related system communications
  • The Class I to Class II boundary
  • Software development
  • NRC raised questions related to cyber security, software quality assurance, and the submittal schedule

- March 3, 2010; this second phase 0 meeting expounded on topics from the first meeting and addressed NRC questions with the following updates:

  • Project scope clarification
  • Referencing of the Advanced Logic Systems (ALS) topical report for the review of the diversity of required actions
  • Enforcement mechanisms for safety to non-safety related system communications
  • Vendor to perform software development
  • PG&E questions to the NRC regarding use of the maintenance terminal, loop maintenance consideration, and this review as a Tier 1 review (per ISG-6)

  • February 3-4, 2011 is the third pre-licensing, phase 0 meeting between the NRC and PG&E:

  • Display in-plant equipment conditions
  • Illustrate upgraded equipment layout
