OF DECEMBER 15, 2010, MEETING WITH TENNESSEE VALLEY AUTHORITY ON EXTENDED POWER UPRATE PLANS FOR BROWNS FERRY NUCLEAR PLANT, UNITS 1, 2, AND 3 (TAC NOS. MD5262, MD5263, AND MD5264)

On December 15, 2010, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of the Tennessee Valley Authority (TVA, the licensee) at NRC Headquarters, Two White Flint North, 11545 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss the resumption of the extended power uprate (EPU) licensing action for Browns Ferry Nuclear Plant (BFN) Units 1, 2, and 3, confirm the outstanding scope of the project, and to discuss the licensee's plans to address the outstanding technical issues. A list of attendees is provided in the Enclosure.

The licensee's presentation included a history of the EPU review for the BFN units, a discussion of the plant modifications that have been completed or are planned as part of this project, and a discussion of the open technical issues that need to be addressed before the project can be completed. The licensee closed the presentation with a discussion of the proposed schedule for the important milestones related to the project. The licensee's presentation material can be found at Agencywide Documents Access and Management System Accession No. ML103490867 (this file supersedes a previous version of the presentation material that contained a typographical error).

During the presentation, the licensee stated that it plans to replace the existing steam dryers in each of the BFN units with new dryers through a contract with General Electric Hitachi. TVA also discussed actions they are taking to address containment accident pressure (CAP) issues at the BFN site. The licensee stated that they have performed comprehensive engineering analyses using NRC staff's Draft Guidelines to identify and evaluate strategies to address CAP for all events. The licensee also stated that they are working with the Boiling-Water Reactor Owners Group (BWROG) to formulate implementation strategies for the NRC CAP Guidelines.

The licensee shared its current CAP evaluation results with the NRC staff as they relate to the BFN EPU project, indicating that CAP credit will only be needed for the short-term portion of the loss-of-coolant-accident event. The licensee stated that they plan to submit a letter to the NRC in the first calendar quarter of 2011 with the key assumptions that support the planned strategy to eliminate or mitigate CAP for all events. The NRC staff encouraged the licensee to work with the BWROG to quantify uncertainties associated with CAP analyses.

The staff and the licensee exchanged clarifying questions regarding the licensee's approach to resume the review of the BFN Units 1, 2, and 3 EPU as outlined in the presentation materials, and the efforts by the staff to clarify the crediting of CAP in accident analyses. The licensee indicated that technical basis for addressing CAP for accident analyses will be included in future submittals to the NRC.
