On June 11, 2008, the National Weather Service issued a tornado warning for Nemaha County, Nebraska. At 2215 Central Daylight Time, the Cooper Nuclear Station Shift Manager authorized the recall of Security personnel from assigned posts due to the tornado warning. This included personnel assigned to a compensatory post. At 2324, upon expiration of the tornado warning, officers were relocated to their assigned posts.

This included reestablishment of the affected compensatory post.

During the temporary suspension of security measures, continuous camera scans of the Owner Controlled Area and the Protected Area fence line were conducted. In addition, the entrance turnstiles to the Protected Area were locked and removed from service. Continuous radio communication was maintained with all Security officers.

This condition is reportable in accordance with 10 CFR 73.71(d).

The cause of this event was environmental conditions. No actions to prevent recurrence are necessary.

PLANT STATUS Cooper Nuclear Station (CNS) was in Mode 1 (Run) at 100 percent power when the event occurred.

EVENT DESCRIPTION On June 11, 2008, the National Weather Service issued a tornado warning for Nemaha County, Nebraska. At 2215 Central Daylight Time, the CNS Shift Manager authorized the recall of Security personnel from assigned posts due to this tornado warning in the vicinity of the plant. Upon authorization, Security personnel took appropriate shelter.

This temporary suspension of security measures included personnel assigned to a compensatory post.

During the temporary suspension of security measures, continuous camera scans of the Owner Controlled Area and the Protected Area fence line were conducted. In addition, the entrance turnstiles to the Protected Area were locked and removed from service. Continuous radio communication was maintained with all Security officers.

At 2324, upon expiration of the tornado warning, officers were relocated to their assigned posts. This included reestablishment of the affected compensatory post. The time period for suspension of security measures was minimized.

CNS utilizes a proprietary security force. There was no media interest indicated and no press release made. No Local, State or Federal agencies were notified other than the Nuclear Regulatory Commission.

BASIS FOR REPORT This condition is reportable in accordance with 10 CFR 73.71(d). The withdrawal of Security personnel from a compensatory post created a vulnerability that could have allowed unauthorized or undetected access to the Protected Area.

SAFETY SIGNIFICANCE There is negligible safety significance associated with this event. There were no safety systems affected and there was no intrusion during the event.

CAUSE The cause of this event was environmental conditions.

CORRECTIVE ACTION No actions to prevent recurrence are necessary.

PREVIOUS EVENTS LER 2004-SO1 reported a similar event on May 24, 2004, when portions of the Safeguards Plan were temporarily suspended during a tornado warning, including the withdrawal of compensatory posts.
