Dear Mr. Rathbun:

My assistance has been requested concerning the enclosed correspondence. Mr.

Kramer of Greenfield, Massachusetts, seeks assistance in stopping the proposed increase in the generation capacity of the Vermont Yankee nuclear power plant in Greenfield, Massachusetts. Mr. Kramer feels that the proposed 20 percent increase in generation capacity will greatly increase the risk of accident and will make the plant a threat to the safety of the entire region.

I am respectfully referring this correspondence to you for your attention. Any appropriate consideration that you may be able to offer would be greatly appreciated.

Kennedy 317 Russell Senate Office Building Washington, D.C. 20510-2101 Senator Kennedy, I am very concerned with the threat the Vermont Yankee nuclear power plant presents the region, including my town. It is very old and deteriorating; it is not hardened to protect against attack; and now Entergy Corporation wants to uprate its generation capacity by 20%, which would put the plant at much greater risk of an accident, which would create a greater risk to the region. I understand the uprate would not overall enhance the State of Vermont economically.

The plant really should be shut down. But, for the moment, I urge you to insist the NRC be required to have a comprehensive independent safety assessment made. I understand a similar one was conducted at the Maine Yankee plant a few years ago: this is the sort that is needed for Vermont Yankee.

In short, I believe the proposed uprate would be a great detriment to all but Entergy. -

Please do all you can to stop the uprate, at least before a comprehensive independent safety assessment is made..
