Nuclear Regulatory Commission Attn: Document Control Desk Washington, DC 20555 RE: St. Lucie Units 1 and 2 Docket Nos. 50-335 and 50-389 Annual Summary of Commitment Changes Implemented Without Prior NRC Notification for Calendar Year 2012 Pursuant to the guidance of NRC Regulatory Issue Summary (RIS) 2000-17, Managing Regulatory Commitments Made by Power ReactorLicensees to the NRC Staff and NRC endorsed Nuclear Energy Institute (NEI) 99-04, Guidelines for Managing NRC Commitment Changes, attached is a summary of commitments that were changed during calendar year 2012 without prior NRC approval but requiring NRC notification in an annual report.

St. Lucie Units 1 and 2 Docket Nos. 50-335 and 50-389 L-2013-067 Attachment Page 1 Annual Summary of Commitment Changes Implemented Without Prior NRC Notification for Calendar Year 2012 Source Document(s) Brief Commitment Summary Change Summary & Bases for the Change FPL letter L-97-61 dated Monitor and support Joint Owners' In accordance with Section 7 of MPR Associates March 11, 1997 Group (JOG) industry initiatives. document, MPR-2524-A, "Joint Owners' Group (JOG) Motor Operated Valve Periodic Verification NRC Regulatory Issue Program Summary," St. Lucie will perform Summary (RIS) 2011-013 engineering evaluations and/or physical plant dated January 6, 2012 modifications using the information and guidance from other industry sources such as Pressurized Water Reactor Owners Group (PWROG), the Boiler Water Reactor Owners Group (BWROG), or other sources to improve and re-classify the MOVs with Class D status. The corrective action program will be used to capture such improvements. Any current Class D MOV which has not been improved by engineering evaluation or by physical modification will continue to be monitored and periodically verified as outlined by FPL letter L-97-61, dated March 11, 1997.

The use of MPR-2524-A, Section 7 for JOG Class D valves is endorsed by NRC RIS 2011-013 dated January 6, 2012.
