Davis-Besse Nuclear Power Station, Unit No.1 Docket No. 50-346, License No. NPF-3 Core Operating Limits Report. Cycle 21. Revision 2 Enclosed is Revision 2 to the Davis-Besse Nuclear Power Station, Unit No. 1 (DBNPS)

Cycle 21 Core Operating Limits Report (COLR). This revision implements two sets of reactor protect system (RPS) Flux/Delta Flux/Flow Allowable Values curves, Figures 6a and 6b. The two sets of curves represent the Allowable Values supporting the current RPS Flux/Delta Flux/Flow trip setpoints, Figure 6a, and the revised, more conservative, Allowable Values supporting the RPS Flux/Delta Flux/Flow trip setpoints developed as part of an upcoming engineering change, Figure 6b. The changes to RPS Flux/Delta Flux/Flow Allowable Values and corresponding trip setpoints are being made based on more restrictive Allowable Values being developed during the Cycle 22 core reload analysis.

Implementation of this engineering change, which will modify the RPS Flux/Delta Flux/Flow trip setpoints, is presently planned for a staggered implementation by RPS channel starting in December 2019 and concluding in February 2020.

Additionally, this revision updates the Regulating Group Position Operating limits (Rod Insertion limits) Figures 2b and 2d to conservatively provide additional margin due to a potential for the original limits becoming non-conservative based upon changes to the reactor coolant system average temperature to reactor power correlation resulting from steam generator fouling.

Submittal of this revision is in accordance with DBNPS Technical Specification 5.6.3, "CORE OPERATING LIMITS REPORT (COLR)."

Davis-Besse Cycle 21 COLR Page 2 of 28 Revision 2 1.0 Core Operating Limits This CORE OPERATING LIMITS REPORT for DB-1 Cycle 21 has been prepared in accordance with the requirements of Technical Specification 5.6.3. The Core Operating Limits have been developed using the methodology provided in Reference 2.0 (1). The licensed length of Cycle 21 is 690 EFPDs.

      • For the period from Oto 300 EFPD and for power levels 60 %FP and above, rod insertion limits are established that reserve an additional 0.5 %dk/k required rod worth to accommodate the implementation of an update to the SBLOCA model.
