November 14, 2018 Mr. Fadi Diya, Senior Vice President and Chief Nuclear Officer Ameren Missouri Callaway Plant 8315 County Road 459 Steedman, MO 65077 SUBJECT: CALLAWAY PLANT - NRC SECURITY INSPECTION REPORT 05000483/2018403 On October 4, 2018, the U.S. Nuclear Regulatory Commission (NRC) completed a security inspection at your Callaway Plant. The NRC inspector discussed the results of this inspection with Mr. T. Herrmann, Site Vice President, and other members of your staff. The results of this inspection are documented in the enclosed report.

The NRC inspector documented two findings of very low security significance (Green) in this report. The NRC is treating these violations as non-cited violations, consistent with Section 2.3.2 of the Enforcement Policy.

Further, inspector documented a licensee-identified violation which was determined to be of very low security significance in this report. The NRC is treating this violation as a non-cited violation, consistent with Section 2.3.2a of the Enforcement Policy.

If you contest the violations or significance of the non-cited violations, you should provide a response within 30 days of the date of this inspection report, with the basis for your denial, to the U.S. Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, DC 20555-0001; with copies to the Regional Administrator, Region IV; the Director, Office of Enforcement; the Director, Office of Nuclear Security and Incident Response; and the NRC resident inspector at the Callaway Plant.

If you disagree with a cross-cutting aspect assignment in this report, you should provide a response within 30 days of the date of this inspection report, with the basis for your disagreement, to the U.S. Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, DC 20555-0001; with copies to the Regional Administrator, Region IV and the NRC resident inspector at the Callaway Plan F. Diya 2 Two cross-cutting aspects were assigned to findings in the area of Human Performance, Conservative Bias. Specifically, in both examples, the licensee failed to ensure individuals proposed actions are determined to be safe in order to proceed, rather than unsafe in order to stop [H.14].

This letter will be available electronically for public inspection and copying at http://www.nrc.gov/reading-rm/adams.html and at the NRC Public Document Room in accordance with 10 CFR 2.390, Public Inspections, Exemptions, Requests for Withholding.

However, the enclosed report contains Security-Related Information, so the enclosed report will not be made publically available in accordance with 10 CFR 2.390(d)(1). If you choose to provide a response that contains Security-Related Information, please mark your entire response "Security-Related Information - Withhold from Public Disclosure under 10 CFR 2.390" in accordance with10 CFR 2.390(d)(1) and follow the instructions for withholding in 10 CFR 2.390(b)(1). The NRC is waiving the affidavit requirements for your response in accordance with 10 CFR 2.390(b)(1)(ii).
