PERRY NUCLEAR POWER PLANT - NRC INITIAL LICENSE REEXAMINATION REPORT 05000440/2017302
Dear Mr. Hamilton:
On July 19, 2017, the U.S. Nuclear Regulatory Commission (NRC) completed the initial operator licensing reexamination process for a license applicant employed at your Perry Nuclear Power Plant. The enclosed report documents the results of the reexamination.
An exit meeting was conducted on July 19, 2017, between you, other members of your staff, and Mr. Randal Baker, Chief Operator Licensing Examiner, to review observations noted during the examination process as well as the proposed final grading of the operating test reexamination.
The NRC examiner administered the initial license reexamination operating test during the week of July 17, 2017. One Senior Reactor Operator-Upgrade applicant was administered the reexamination. The results of the reexamination were finalized on July 31, 2017. The applicant passed all components of the walk-through portion of the operating test reexamination, and was issued a senior operator license.
The reexamination, as well as documents related to the development and review (outlines, proposed examinations, review comments and resolution, etc.) of the examination will be withheld from public disclosure for 24 months, until July 19, 2019. This letter, its enclosure, and your response (if any) will be made available for public inspection and copying at http://www.nrc.gov/reading-rm/adams.html and at the NRC Public Document Room in accordance with Title 10 of the Code of Federal Regulations 2.390, Public Inspections, Exemptions, Requests for Withholding.

The announced initial operator licensing reexamination was conducted by regional U.S. Nuclear Regulatory Commission examiners in accordance with the guidance of NUREG-1021, Operator Licensing Examination Standards for Power Reactors, Revision 10.
Examination Summary The Senior Reactor Operator-Upgrade applicant passed all components of the walk-through portion of the operating test reexamination, and was issued a senior operator license.

4OA5 Other Activities
.1 Initial Licensing Examinations
a. Examination Scope
The U.S. Nuclear Regulatory Commission (NRC) examiner and members of the facility licensees staff used the guidance prescribed in NUREG-1021, Operator Licensing Examination Standards for Power Reactors, Revision 10, to develop, validate, administer, and grade the operating test reexamination. This reexamination consisted of only the walk-through portion of the operating test; the simulator scenario portion of the operating test, as well as the written examination, were successfully completed during the initial license examination and were therefore waived for this reexamination.
Members of the facility licensees staff prepared the outline and developed the walk-through portion of the operating test reexamination. The NRC examiner validated the proposed examination during the week of July 17, 2017, with the assistance of members of the facility licensees staff. During the on-site validation, the examiner audited the license re-application for accuracy. The NRC examiner, with the assistance of members of the facility licensees staff, administered the operating test reexamination on July 18, 2017.
b. Findings
- (1) Operating Test The NRC examiner determined that the walk-through portion of the operating test reexamination, as originally proposed by the licensee, was within the range of acceptability expected for a proposed examination. Changes made to the reexamination, documented in a document titled, Operating Test Comments, as well as the final as-administered walk-through portion of the operating test, will be available, on July 19, 2019, electronically in the NRC Public Document Room or from the Publicly Available Records component of NRC's Agencywide Document Access and Management System.
The NRC examiner completed grading of the operating test on July 19, 2017.
- (2) Examination Results One Senior Reactor Operator-Upgrade applicant was administered the reexamination.
The applicant passed all components of the walk-through portion of the operating test reexamination, and was issued a senior operator license on July 31, 2017.
.2 Examination Security
a. Scope
The NRC examiner reviewed and observed the licensee's implementation of examination security requirements during the examination validation and administration to assure compliance with Title10 of the Code of Federal Regulations, Section 55.49, Integrity of Examinations and Tests. The examiners used the guidelines provided in NUREG-1021, "Operator Licensing Examination Standards for Power Reactors, to determine acceptability of the licensees examination security activities.
b. Findings
No findings were identified.
4OA6 Management Meetings
.1 Exit Meeting
The chief examiner conducted an exit meeting on July 19, 2017, with Mr. D. Hamilton, Site Vice President, and other members of the facilitys Operations and Training organizations. Observations from the reexamination validation and administration were presented to the facility, and the facility verified that no post exam comments were identified for submission. The examiner presented the preliminary grading results, and asked the licensee whether any of the material used to develop or administer the examination should be considered proprietary. No proprietary or sensitive information was identified during the examination or exit meeting.
