Box 128 l San Clemente, California 92674-0128 SUBJECT: NRC INSPECTION REPORT 50-361/97-02; 50-362/97-02 Thank you for your letter of April 14,1997, in response to our letter and Notice of Violation dated March 13,1997. We have reviewed your reply and find it responsive to the concerns raised in our Notice of Violation. We will review the implementation of your corrective actions during a future inspection to determine that full compliance has been achieved and will be maintaine Your letter provides your position, for the second violation, that the steam generator system was out of service for testing and that the procedural noncompliance could not have had any safety significance. You also stated your confidence that your subsequent review of test data would have identified the error prior to returning the system to operation. We accept that there was minimal samty significance to the violation; but do not agree that there was not any safety significance associated with the procedure .
