Dear Mr. Bezilla:

On May 3, 2019, the U.S. Nuclear Regulatory Commission (NRC) completed an inspection at your Davis-Besse Nuclear Power Station, Unit 1. On May 2, 2019, the NRC inspectors discussed the results of this inspection with Mr. Mark Kanz, Senior Communications Representative, and other members of your staff. The results of this inspection are documented in the enclosed report.

The NRC inspectors did not identify any finding or violation of more than minor significance.

SUMMARY

The U.S. Nuclear Regulatory Commission (NRC) continued monitoring the licensees performance by conducting a Triennial Fire Protection Inspection at Davis-Besse Nuclear Power Station, Unit 1, in accordance with the Reactor Oversight Process. The Reactor Oversight Process is the NRCs program for overseeing the safe operation of commercial nuclear power reactors. Findings and violations being considered in the NRCs assessment are summarized in the table below.

INSPECTION SCOPES

Inspections were conducted using the appropriate portions of the inspection procedures (IPs) in effect at the beginning of the inspection unless otherwise noted. Currently approved IPs with their attached revision histories are located on the public website at http://www.nrc.gov/reading-rm/doc-collections/insp-manual/inspection-procedure/index.html. Samples were declared complete when the IP requirements most appropriate to the inspection activity were met consistent with Inspection Manual Chapter (IMC) 2515, Light-Water Reactor Inspection Program - Operations Phase. The inspectors reviewed selected procedures and records, observed activities, and interviewed personnel to assess licensee performance and compliance with Commission rules and regulations, license conditions, site procedures, and standards.

REACTOR SAFETY

71111.05T - Fire Protection B.5.b Inspection Activities (IP Section 02.03)

The inspectors evaluated the following B.5.b Mitigating Strategies:

Makeup to Condensate Storage Tank; Portable Sprays; and Command and Control.

Fire Protection Inspection Requirements (IP Section 02.02) (4 Samples)

The inspectors evaluated Fire Protection Program implementation in the following selected areas and/or fire zones, including analyzed electrical circuits:

(1) Fire Area AB - ECCS Pump Room 1-1 and Make Up Pump Room;
(2) Fire Area DF - No. 2 Electrical Penetration Room;
(3) Fire Area E - Auxiliary Feed Pump Room 1-1; and
(4) Fire Area Y - Low Voltage Switchgear Room E Bus.

Analyzed Circuits:

  • Pressurizer Pilot Operated Relief Valve, Block Valve RC11;
  • Circuit for Pressurizer Sample Containment Vent Header Valve RC200 and Pressurizer Vapor Sample Valve RC239A;
  • Power Feed to the Auxiliary Shutdown Panel; and

INSPECTION RESULTS

No findings were identified.
