l l SUBJECT: NOTICE OF DEVIATION (NRC INSPECTION REPORT 50-346/96011(DRS))

Dear Mr. Wood:

This will acknowledge receipt of your letter dated February 21,1997, in response l to our letter dated January 6,1997, transmitting a Notice of Deviation associated with j the lack of a backup Emergency Operations Facility (EOF) and the lack of a commitment i for a backup EOP in the Emergency Plan at the Davis-Besse Nuclear Power Station. l l

,

We have reviewed your corrective actions and find them acceptable at present. You have )

l modified procedures and designated a portion of the pre-existing Joint information Center as an alternate EOF. To support the continued use of that facility, rather than constructing a new f acility, you requested an exception to NRC requirements by your letter dated i

May 1,1997. Your exception cites the combined capabilities of your current Emergency Control Center supported by the capabilities of the newly designated alternate EOF.

l We have no further questions at this time. These corrective actions will be examined during future inspr. ,ns.

Sincerely,

/s/ John M. Jacobson (for)

John A. Grobe, Acting Director Division of Reactor Safety
