No written material was provided to e the licensee by the inspector at any time during the inspectio . 81018 - Security Plan and Implementing Procedures The Modified Amended Security Plan (MASP) for the James A. FitzPatrick Nuclear Power Station, dated May 16, 1977, with Revision 7, dated August 29, 1984, and implementing procedures were reviewed by the inspector and found to be adequate to meet the general performance requirements and objectives of 10 CFR 73.55. No unauthorized changes were note . 81020 - Management Effectiveness Licensee management appeared to be effective and adequately discharging its responsibilities relative to the security program, as evidenced by the findings of this inspection. The inspector observed improvements to security facilities and found that security personnel exhibited a pro-fessional appearance and demeanor in discharging their dutie . 81022 - Security Organization The inspector established that the security management structure and chain of command were in conformance with the approved MASP, Contingency Plan, procedures, and applicable regulatory requirements. They are adequate and appropriate for their intended functio . 81088 - Records and Reports A review of weekly security equipment tests by the inspector disc 1csed no discrepancies. l l Testing and Maintenance The licensee's program for testing and maintenance of security equipment conformed to the requirements of the physical security plan and licensee procedures. Tests observed by the inspector of intrusion detection equipment and access control equipment disclosed that the systems met the performance requirements and objective I Locks, Keys, and Combinations Security keys and card keys were controlled and protected in conformance with the security plan and licensee procedures. 1 Physical Barriers (Vital Areas)

A tour of the vital areas (VA) by the inspector verified that the licensee was maintaining the barriers surrounding the VA in accordance with the MASP. No openings larger than 96 square inches were observed in the barriers, and they appeared adequate and appropriate for their intended function. The inspector observed the licensee test 80% of the VA doors and all functioned satisfactoril . 81058 - Security System Power Supply The inspector verified that the licensee maintained a system to provide emergency power to physical security equipment in conformance with the approved MASP. Weekly tests were reviewed by the inspector for the period January 1, 1985 to April 30, 1985. There were no discrepancies noted by the inspecto . 81062 - Lighting The inspector confirmed that lighting of the isolation zones and exterior areas within the PA was sufficient to monitor and observe persons and activities, and to assess the existence of a potential threa . 81064 - Compensatory Measures The inspector verified through a records review that the licensee implemented compensatory security measures for inoperable systems, when necessary, to meet the general performance requirements outlined in the physical security plan. Guards and watchman questioned by the inspector were aware of the required compensatory measures, in the event of equip-ment failure.

14, 81066 - Assessment Aids The inspector verified that the licensee maintained assessment aids that

! conformed to the MASP. These aids were adequate and appropriate for their intended functio . 81070 - Access Control (Personnel)

The inspector observed personnel processing at the access control and alternate access cuntrol points, reviewed access authorization lists, and inspected access controls at vital area (VA) portals. It was determined by the inspector that the licensee was maintaining personnel access control to the PA and VA in conformance with the MASP and approved pro-cedure .

2 Personnel Training and Qualification - General Requirements The licensee's Training and Qualification Plan implementation was adequate and appropriate to meet the general perfarmance requirements and objec-tives for personnel selection, training and qualification standards and administrative controls.
