UPDATED INSPECTION PLAN FOR ARKANSAS NUCLEAR ONE (REPORT 05000313/2018005 AND 05000368/2018005)

Dear Mr. Anderson:

As a result of its quarterly review of plant performance, which was completed on August 20, 2018, the U.S. Nuclear Regulatory Commission (NRC) determined the performance at Arkansas Nuclear One Unit 1 to remain in the Licensee Response Column (Column 1) of the Reactor Oversight Process Action Matrix. The NRCs evaluation consisted of a review of performance indicators and inspection results.

The NRCs review of Arkansas Nuclear One Unit 1 identified that the Unplanned Scrams with Complications performance indicator was initially reported as having crossed the Green-to-White threshold for the second quarter of 2018 as a result of having two scrams that met the reporting criteria. The performance issues included an automatic scram following an operator error that caused the only running main feedwater pump to trip during a plant startup following a refueling outage on May 16, 2018, and a manual scram to terminate the power increase that resulted from the failure of instrument air tubing which caused one turbine bypass valve to open during a plant startup on June 16, 2018.

However, on June 20, 2018, you submitted Frequently Asked Question 18-04 to request a site-specific exemption to the NEI 99-02, Regulatory Assessment Performance Indicator Guideline, for reporting the May 2018 scram as an Unplanned Scram with Complication. Upon reviewing the event details, prior applicable Frequently Asked Questions, and discussing the circumstances surrounding the May 16, 2018 reactor trip with regional staff, resident inspectors, technical training staff, and the licensee, the NRC determined that the specific set of circumstances associated with this reactor trip for this specific plant can be viewed as rare and unique, and that an exemption from counting the reactor trip as an Unplanned Scram with Complication per the criteria in NEI 99-02 is appropriate. Therefore, the NRC staff approved the request for a plant-specific exemption from counting the May 16, 2018, Arkansas Nuclear One Unit 1 scram as a complicated scram on August 20, 2018 (ADAMS Accession Number ML18232A233). This results in the Unplanned Scram with Complications performance indicator remaining in the Green band with only the June 2018 event. Therefore, Arkansas Nuclear One remains in the Licensee Response Column. Both scrams are being reviewed under the baseline inspection program. The enclosed inspection plan lists the inspections scheduled through June 30, 2020, for Arkansas Nuclear One. The NRC provides the inspection plan to allow for the resolution of any scheduling conflicts and personnel availability issues. Routine inspections performed by resident inspectors are not included in the inspection plan. The inspections listed during the last twelve months of the inspection plan are tentative and may be revised. The NRC will contact you as soon as possible to discuss changes to the inspection plan should circumstances warrant any changes.

Additionally, as reflected in the enclosure, during this period the NRC staff will complete Temporary Instruction 2515/194, Inspection of the Licensee's Implementation of Industry Initiative Associated with the Open Phase Condition Design Vulnerabilities in Electric Power Systems (NRC Bulletin 2012-01).

In accordance with Title 10 of the Code of Federal Regulations (10 CFR) 2.390 of the NRCs Rules of Practice, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRCs document system (ADAMS).
