ARKANSAS NUCLEAR ONE, UNIT 1 - NRC RETAKE EXAMINATION REPORT 05000313/2006301

Dear Mr. Forbes:

On January 12, 2006, the U.S. Nuclear Regulatory Commission (NRC) completed an examination at your Arkansas Nuclear One, Unit 1. The enclosed examination report documents the examination results, which were discussed on January 12, 2006, with Mr. Randall Martin of your staff.

The examination included the evaluation of one applicant for senior operator license. The written examination was developed using NUREG-1021, "Operator Licensing Examination Standards for Power Reactors," Revision 9. The license examiner determined that the applicant satisfied the requirements of 10 CFR Part 55, and the appropriate license has been issued.

In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter and its enclosure will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRC's document system (ADAMS). SUMMARY OF FINDINGS

IR 05000313/2006-301; January 12, 2006; Arkansas Nuclear One, Unit 1; Retake Examination.

The NRC examiner evaluated the competency of one applicant for senior operator license at Arkansas Nuclear One, Unit 1. The licensee developed the examination using NUREG-1021,

"Operator Licensing Examination Standards for Power Reactors," Revision 9. The written examination was administered by the facility to the applicant on January 12, 2006. The examiner determined that the applicant satisfied the requirements of 10 CFR Part 55, and the appropriate license has been issued.

4OA5 Other Activities (Initial Operator License Examination)

.1 Operator Knowledge and Performance

a. Examination Scope

This examination was a retake of the written examination from the September 12, 2005, examination where the applicant passed the original operating examination and, therefore, no portions of an operating examination were administered during this retake examination.

On January 12, 2006, the licensee administered the examination to the applicant. The licensee staff graded the examination, analyzed the results, and presented their analysis to the NRC on January 16, 2006.

b. Findings

No findings of significance were identified.

.2 Initial Licensing Examination Development

a. Examination Scope

The licensee developed the examination in accordance with NUREG-1021, Revision 9.

All licensee facility training and operations staff involved in examination preparation and validation were on a security agreement. The facility licensee submitted the written examination outline on October 15, 2005. The chief examiner reviewed the outline against the requirements of NUREG-1021, Revision 9, and provided comments to the licensee. The facility licensee submitted the draft examination on November 15, 2005.

The chief examiner reviewed the draft examination against the requirements of NUREG-1021, Revision 9, and provided comments to the licensee on the examination on November 28, 2005. The licensee satisfactorily completed comment resolution on November 28, 2005.

b. Findings

The NRC approved the initial examination outline and advised the licensee to proceed with examination development.

The examiner determined that the examination initially submitted by the licensee was within the range of acceptability expected for a proposed examination.

No findings of significance were identified.

3. Examination Security

a. Examination Scope

The examiners reviewed examination security for examination development and administration with respect to NUREG-1021 requirements.

b. Findings

No findings of significance were identified.

The chief examiner presented the examination results to Mr. Randall Martin on January 12, 2006. The licensee acknowledged the findings presented.

The licensee did not identify any information or materials used during the examination as proprietary.
