This item add ,ssed NRC concerns regarding-station procurement. procedures not addr% sing 10 CFR 50.49 requirements for upgrading replacement equipment, as applicable. The inspector reviewed the procedure ZAP 451-1 Revision 4, dated April 2, 1985, " Establishing quality requirements for request for purchase and requisition cards, Form B, which is a standard safety related procurement checklist that has been revised to include a check for ' Environment Qualification' (EQ), and requires the approval of the Technical Staff EQ coordinator". The inspector observed that neither procurement procedures nor Form B formally define or provide instructions to evaluate if equipment to be replaced, needs upgrading or can be procured on a like-for-like basis. The licensee reported that such instructions are to be included in appropriate procurement procedures. Pending verification of this action, this item remains ope (0 pen) Unresolved Item (304/85006-05). This item identified NRC concerns regarding the qualification of terminal blocks in jun'ction boxes- having a top-conduit entry. The licensee reported that they were implementing a program to review all affected terminal boxes in both Zion units. Forty such terminals boxes were identified in Unit 1, only two of fifteen reviewed to date needed modification. A similar review is to be performed by the licensee for Unit 2 during the next outage. Pending NRC review of licensee action in Unit 2, this item remains ope (0 pen) Open Item (304/85006-03). This item identified significant delays in licensee implementation of an EQ training program at the Zion, Unit'2 site. The NRC had previously observed that only four

site personnei had been formally trained to the' appropriate EQ

. requirements of 10 CFR 50.49. During this review the-licensee reported no'significant progress.in the implementation of their training program at the site. Documentation regarding training in _this area is not available for all appropriate. personnel. - A lack of training of personnel was' considered by the inspector to have a potential _ of affecting completion of special activities related to

maintaining _the qualified status of EQ equipment. Pending-

.an open. ite L (Closed).0penItem'(304/85006-04). This item identified a lack of maintenance / surveillance procedures on site to implement EQ requirements and maintain the EQ status of equiynent. The licensee-has since issued fourteen maintenance procedures to include and implement EQ requirements. The licensee reported that procedures had not been issued for Rosemount temperature elementi as they were currently under review by SNED for removal from the EQ list-(304/85006-07(a)). Also, procedures for Barton pressure transmitters had not been issued as they were being reviewed by_the NRC (304/85006-01) for characterization as a TMI item. Based on the-licensee's progress in generating appropriate procedures for implementing EQ requirements for the remaining plant EQ equipment, this item is considered close : (Closed)OpenItem(304/85006-08). This item addressed various minor. deficiencies in documentation. The inspector reviewed the following documentation:

SNED procedure Q6, Revision 9, Exhibit I, Section 4.0(e) has-been revised to define mild environment, consistent with the defination of mild environment in equipment qualifications report (EQR) and the FSA (2) The precise definitions of long, mid and short term operating times in hours have been included in Revision 4 of the EQ (3) The EQ package ZN018 for. charging pump motors FW005 and FW005 has been updated to include ~ correct plant pressure and the qualified pressure, of pump motor (4) Westinghouse, Water Reactor Division, letter CWE-85514 dated February 5, 1985, confirmed that-the same stator was used during the qualification testing of.the motor reported in s WCAP-8687 Supplement 2-A02 dated March 198 (5) Limit Switch ADV-DT9170 was-deleted from the' qualified status list of Appendix L in the EQR. Typographical errors in the main steam isolation valve listings of Appendix K of the EQR were corrected. Remote shutdown panels for Unit 2 were deleted from Appendix I of the EQ . _ _ _ _ - - -.

Procedure ED 32-l'"EQ Junction Box Terminal Block inspection," is now being impimented by site personnel for reviewing terminal block orientation. The reiview check-list in package EQ-ZN011.is being updated to require renew of teminal block orientation in accordance with procedure E0 32- Based on the above review this item is close . Exit Interview The inspector met with the licensees representatives (denoted in Paragraph 1) on April 24, 1985, and summarized the scope and findings of the inspection. The licensee acknowledged the infomation. .The inspector also discussed th'e likely informational content of.the inspection report with regard to documents or processes reviewed by the inspector during the inspection.
